There are several cards I want to add to the deck, but can't seem to fit in (it has gotten to the point where it is hard for me to figure out what to take out), and that's where I was hoping someone from the community could help me. The cards I wish to add are:
Lots of good stuff here. Doesn't exactly look "budget", but I suppose that term is subjective. I usually assaciate the term with decks priced $50-$75. This looks way over that.
Although there is some adequate mana acceleration in here, it still looks like a high curve that may play clunky. I might cut some of the bigger bomb cards in favor of draw/dump to not only dig into your library but to get stuff in the GY.
-Spine of Ish Sah (too clunky here)
-Grave Pact (no sac outlet, no tokens)
-Butcher of Malakir (same reason as above)
-Scythe Specter (ability too conditional and underwhelming for it's cost)

Thanks. I just added a Darksteel Plate. I took out Corrupted Conscience for it. Sure, stealing creatures is great, but it doesn't really help me all that much. I've realized when I'm playing the deck that I usually have a fairly decent board presence to where I'm usually the biggest threat, so me stealing an odd creature doesn't really fit into my agenda all that much. The card usually sits in my hand. I've made quite a few changes. I just recently took out Grave Pact, even though I was reluctant to do so. Since I'm usually the biggest target, people like to kill my creatures when we do play, and having a Gravepact on the field usually deters people from wanting to mess with my creatures (at least for a little while...). Anyway, I took it out for a Mindleech Mass. I understand that not running tokens/a sac outlet like Vicera Seer or Ashnod's Altar makes Grave Pact or even Butcher of Malakir significantly less effective, but it still helps with odd targeted creature removal. People don't tend to like sacrificing their creatures, and they usually think twice before messing with mine when it's out. I'd like to find a way to put it back in. I've also noticed (which it's actually fairly obvious in hindsight) that board sweepers are typically my best friend.
P.S. No one around here has a Woodfall Primus, lol. I've been looking for one for a while. I guess I could order one online, but I don't feel like paying for shipping on one card. Oh well...

I combo the Thornling with Lord of Extinction to often get a 40/40 with haste trample and indestructable and kill everyone on the table. He's green and has trample haste and indestructable, what could be better Also, for the same reason, Triskelion is also very good with a bunch of counters on him.

I totally understand where you're coming from, however I don't know if I like the idea of taking out Birds of Paradise. Sure it sucks if you draw into it mid to late game, but it sure helps when I get it early. I guess what I'm trying to say is that I'd rather have it and not need it, than need it, and not have it.
As far as your other card suggestions, I would very much like to add a Maelstrom Pulse to the deck, as well as a Putrefy. I currently only have one of each, and they're in my Glissa build (and I really hate proxies).
I can get a Shriekmaw, but my meta is black heavy, so it would most likely be useless in many situations. I have a Terastodon, but as with Maelstrom Pulse and Putrefy, it's currently occupying a slot in my Glissa, the Traitor deck. Puppeteer Clique might be interesting. Its card interactions would work beautifully with this build, but what do I take out? The cards I have in the deck already work wonders for me.
Now, Woodfall Primus is an elusive SOB for me to find around here. No store I've been to has one, otherwise I would have snatched one up by now.
As for what to cut: Memory Erosion - kind of an oddball mill card for this deck. doesn't seem to fit the the theme nor do you have enough spells to utilize your opponent's graveyard. Rhystic Study - my playgroups are pretty advanced, as most Magic players generally are I think, and nobody ever lets anyone draw off this spell. It's fine if you are in the corner playing politics and holding back, but this particular build and it's general should draw attention if anyone knows what's good for them. I notice on the forums that players tend to find it awesome or totally useless. From my experience, it's totally useless.

Thanks for the mana fixing suggestions, but Blood Moon scares me. I will add Vivid Creek, Marsh, and Grove, though, but that's about the extent I want to mess with the mana base.
Memory erosion is surprisingly useful in my meta, so I think I may keep it in (for at least a little while), and as far as Rhystic Study is concerned, it is amazing in my meta. I don't care if I sometimes don't draw cards off of it, it still ties up my opponents mana base (if I get it early).

I'd call Rhystic Study a playgroup cut. Most people dont care, and I really dont care about Propaganda effects either, I just beat through them. More annoying than anything.

Yes, the ones you have are amazing, but if you want things to replace, something to keep in mind.

Ya, I've thought about it putting Fauna Shaman/Survival of the fittest in here, but honestly, I don't think it's necessary. I used to play ATS (Angry Tradewind Survival) in type 1.5, years ago. I look at decks that run Survival as a sort of toolbox - you have a lot of utility creatures/GY recursion (mainly via Genesis), this deck is definitely NOT a toolbox-esque deck. I've tried survival in other EDH builds, and find it severely underwhelming (just my opinion, though). If I'm running creatures in a deck, then I strive to make every creature I run have a solid use, and even if I can recur them from the GY later in the game, I might as well keep them in my hand (its one less step, even though I realize that it does help when wanting to put the Judgement Incarnations in the yard, but it's not that big of a deal). My meta, and I'm sure most metas are the same way, runs a lot of board sweepers, so I have no problem filling my yard with goodies if needed be. Wrath of God/Wrath-like effects are the Ooze's best friend, so I just don't see where adding Survival of the Fittest/Fauna Shaman would make that much of a difference. Plus, I think that Survival of the Fittest tends to draw too much attention, and would end up getting destroyed/exiled somehow before I had time to make decent use out of it.
As far as the Legendary creatures are concerned, you very well may have a point, but so far, I haven't run into too much trouble with them yet, so we'll just have to wait and see :P.
Question for you, after playing the deck, what aspects do you feel need work? I dont see this as a budget deck at all so
Ya, the reason I called the deck "Budget," is because I decided NOT to add Underground Sea, Tropical Island, Bayou, Bazaar of Baghdad, and Mana Crypt (even though I own them all). My playgroup doesn't tend to have a lot of money, and my other decks are expensive, so this is definitely the most affordable deck I have.
To answer your question, the deck does very well in almost all situations that I've been in. It can hang with the best of 'em. I'm very pleased by Mimeoplasm's flexibility. I've been wrathed/countered/had my Mimeo tucked repeatedly, and still came out victorious when all the dust settles.
I'm probably going to end up adding a Palinchron, and a Tooth and Nail to the deck for some insane shenanigans.

With a recursion theme, ETB effects become optimal and get more mileage. You already have Sad Robot, E Witness, Mulldrifter, A Slime, and Fleshbag, but the more the merrier: Shriekmaw, Woodfall Primus, Terastodon, Puppeteer Clique, Indrik Stomphowler.
