You're right. You have gone crazy. That said, these seem fine. Ethereal Tempest seems really unfun and annoying though.

I'm fairly sure you can't target phased out things though. They don't exist per say. You can work around it perhaps with "A phased out card you own phases in" or something like that.
I say if it specifically targets phased out things, that's fine by me. It's easy to understand and shouldn't require to much messing about with the rulebook to change.

I concur, elemental octopus is a prime creature type. I can see the art in my head.
I really want to know how Time Lapse plays. I would fear seeing that on an Isochron Scepter in an EDH Teferi deck.
Blinking Stalker: This is just darling! Very effective too. Phasing is better than the original. Shadow less so in that I would more frequently use it for blocking.
