Chandra has received so few loved in STD...
I believe her to be an underused planeswalker.
Before presenting the deck: let's have a look at her:
For a planeswalker with 3 abilities, sadly she has two so-so abilities...
[+1] Deal 1 damage to target creature or player -> Not very impressive
But will take care of tons of winnies... OR illusions
[-6] Deal 6 damage to up to 6 targets...
Definitively horrible ultimate IMHO. First, it will take at least 2 turns to get to 6 (without proliferate), meaning: turn 3/4 he arrives, turn 5 or 6 you can use the ultimate assuming she didn't took damage... Bleuh....
Secondly: it stupidly targets!!! So all the hexproof dudes immuned...
So why bother with her? Why is she so appealing??
For the third ability:
[-2] Fork!!!! A heck of a good ability!!!!
Now the trick is how to use it properly: the obvious answer is to use the proliferate spells. For a [-2]; proliferate twice, she's back to where she's started.
Most people will say "that's not good enough!". Wrong!
Let me ask another question: what other ability benefits from proliferating??? Answer: INFECT!!!
Let's review this:
She's out, your opponent is poisoned. She's at 4 loyalty counters.
[-2] -> tezz gambit -> draw 4 cards! -> she's back at 4 -> opp gets' 2 more poison! That's a huge advantage!!! Same for volt charge -> either kill two 3 toughness creatures, OR a titan! + 2 more poison!
Here's my favorite part in that: against control, they need to counter BOTH copy! Which extremely often, one will be guaranteed to go through!
Now, why Black and not blue? if it's to play with tezz gambit. Well that's simple right? Blue has no good infect creatures... (the unblockable isn't good unless pumped -- too slow) and black as the best two creatures: Phyrexian Crusader and Skithiryx, the blight dragon
Also: the only way to make infect effective, is to keep a board cleaned up.
The deck shouldn't be overflowed with proliferate spells. Something between 6 to 8 spells seems reasonable.
The first picked: tezzeret gambit, the drawing ability is an essential part of control decks. Considering your opponent is already infected. The basic version of the spell isn't bad: 3 mana, 2 life to add a poison (~ 2 life) and draw 2 cards... It is a very decent deal. If you had Chandra to the mix, Tezz Gambit makes a huge difference!!!
Now we need a second proliferate spells: my choice goes to Volt Charge which is always good, even in his non forked version.
Whereas if you look at Grim Affliction non forked version it's basically 2 -1/-1 counters and a poison, for 3 mana!! Not very good (You get the same effect with 2 black mana spent on 2 Virulent Wound).
The other advantage non negligeable of Volt Charge -> It targets player and planeswalkers (ironically: I had one game where I killed my opponent with damage instead of poison -- alternate solution is always to be considered)
+ forked with Chandra: it kills a Titan!!! Or the two pawns generated by a dead wurmcoil engine!
There are many infect creatures to consider.
Let's narrow the list down to the few people like to use: (I apologize in advance if I missed some...)
- Phyrexian Crusader: I can't imagine a Bx infect deck without it. It's the cream of the cream. Immune to bolts, and other O-Ring..
- Skithiryx, the Blight Dragon: Basicaly the finisher! Unless you opponent is tapped out and you're affraid it's going to get counter the next turn; there is absolutely no readon to play it without being able to give him haste!
Very effective creature, most of the time: it's a "attack once to win" type of creature. However, due to it's legendary aspect and its fairly high casting cost; I wouldn't put more than 2 or 3 in a deck.
- Plague Myr Probably the best addition to the infect in the New Phyrexian set. A 2 CMC mana booster! Thanks to him, I can cast Chandra on turn 3! before having too many threat on board!
- Necropede: going down the list of great infect creature, Necropede is next on the list. I see people more often countering him over plague myr due to it's very annoying ability when he dies...
- Plague Stinger: I like its invasion ability, but honestly, I'd rather rely on spell to keep the board clear. At the end of the day, unless boosted, this creature isn't good enough.
- Ichor Rats: I did consider him for a while, just a easy way to put poison counter on my opponents... so I can start proliferating... But I have already enough 3 CMC spells, and once in play, it's not very good.
- Phyrexian Vatmother: I used him in the first version of the deck... I turned out to be a "win-more" type creature. Didn't bring anything to the table for me.
- Whispering Specter: last but not least... His sacrifice ability is greadecent! However: it has to be sacrifice post combat, to be effective, you need a fair amount of poison, end result: it's rarely sacrifice, and 1/1 for 3 mana is too much. I wish you could sacrifice it at anytime and get the effect.
So far, 14 creatures and 9 spells.
The deck is fairly cheap in mana cost. Only the dragon is > 4 CMC.
Further more: the deck will run 4 plague myr. As much as you cannot always rely on them for mana, they can't be neglected either.
I believe: 23/24 mana is enough for this deck.
That leaves: ~14 spells to fill the deck.
What's missing:
Well as stated above, what's important in a infect deck is to keep the boad as clean as possible!
So we need kill spells and mass removal (always important in control decks).
Targetting kill spells:
The deck is black/red! We have the choice amongst the best kill spells!!!
Some random notes:
- Sadly lightning bolt is gone. And its' replacement: shock is clearly inferior to galvanic blase (with the artifact infect creatures, metalcraft is definitively possible)
- I wouldn't advise geth's verdict, even if it cost 1 less than tribute. It's 2 hard black can be annoying early games.
- I think tribute to hunger is more of a sideboard cards; I like to choose my target... However tribute is nice agianst Thrull, or other hexproof guys.
- The ability to target multiple creature with arc trail is nice, but its sorcery speed is too limited.
Both are useful. Slagstorm should be mainboarded, and BSZ in the sideboard.
The main two reasons:
- [c]slagstorm[c] can be forked with chandra killing titans!
- [c]phyrexian crusader[c] is IMMUNED!!! lovely!!!
Someone told me one day that there is two ways to play with liliana veil, the good and the bad way; the good way is to use the +1 first, then -2, leaving her at 2 for your opponent to be annoyed that you will destroy another creatures the following turn.
Well, in this deck, it's the opposite:
you very often start *the bad way* by making you opponent sacrificing a creature. Then you can easily proliferate to make him sacrifice another creature the following turn. Very effective!
Another bonus:
- Chandra's out, you play Liliana, use the +1 ability. She's at 4.
- Next turn, -2 chandra, proliferate twice, then -6!!! When I did that, my opponent scooped.
Land wise
Well no real mistery here, however you'll notice that two of the land give me the option to produce some blue mana.. To be able to cast Tezz gambit without loosing life, useful against aggro decks. And one land allow me to produce Green.
This is due to a card I have in the sideboard...
Notes regarding the sideboard choice I have:
- hex parasite: works well against the planeswalker since infect creature isn't the best way to deal with them -- too weak... Also: it's a great illusion killer!!
- doom blades: To replace the go for the throat against non black decks
- black sun's zenith: sometimes it's better to have multiple way to wipe the baord
- tribute to hunger: great way to deal with hexproof creatures
- nihil spellbomb: a must against snapcaster!
- Ancient Grudge: yeah, the swords can be a problem...

So far the deck has been very successful, the worst place in FNM (~20 peoples) I finish has been second
I fought Wolf Run, UW control, UB control, Illusion and other homebrew decks. Up to now, my game loses have been mostly due to my own mistake (such as: not taking a mulligan) rather than to the deck not being good enough.
At least: I can say that I know I lost because of my stupidity; that doesn't mean I would have won those games if I didn't do the mistake
Lilliana is adding nothing to this deck as far as I can tell... only her -2 ability for hexproof creatures. I'd side board her out.
On the contrary, every time she hits the board she was very useful.
-2 is one thing.
+1 is also very useful when you opponent is top decking -- you want to make sure there is no bad surprise to come.
Bare in mind the main idea is to keep the board cleaned!
I'd rather use -2 to kill a creature and keep my doom blade or dismember.
Also: proliferating twice on her give you a huge advantage; it will either bring her close to her ultimate which is devastating, or give you another --2 to use.
She's a threat on the table -- people will have to play around or against her.
I feel you are relying too much on Chandra's -2 ability because if she gets straight killed your are potentially in trouble.
I'm not, that's why I only run 3 Chandra and 6 proliferate spells.
What makes the deck annoying for control deck is: once you get poisoned, almost every spells becomes a threat.
One of the reason: I don't have much room for any other spells.
Also: I don't run many creatures, so the equipment without creature could be wasted.
Even if I run inkmoth nexus, I don't often attack with it, unless I need to put the initial poison on my opponent.
As the title says: it's mainly oriented control, I keep the mana open to react to my opponent's moves.
Other than that, I don't see any reason to not run lashwraith.
Regarding livewire lash, it works better with beefing decks... Like GU infect. I don't think this equipment is going to be good in this deck.

Was looking into playing grixis and just didn't like the blue or the mana base. I did like red's ability to kill small stuff and have always loved black's kill spells for killing fatties. I'm also a sucker for infect. Anyways, here's the deck:
Early Game Removal Virulent wound - great for killing mana dorks, stromkirk, tokens, and just generally getting one poison counter on. Also really fun on chandra's phoenix.
Arc Trail - 2 for 1! great for taking out 2 creatures, or a creature and pinging a planeswalker
Slagstorm - great sweeper, can also ping planeswalkers for 3, which wipes out the new garruk
Chandra, the Firebrand - funny against tokens, the fork is awesome (forking tezz gambit is pro), sometimes she is lacking though (example: infect is your wincon and they have a creature with 2 toughness, all she can do is +1 to get another counter)
Despise - try not to use this early game, use this the turn before they drop their main threat (thrun, titan, geist) this is also great if you can afford to do it right after liliana's +1
Liliana of the Veil - kill those hexproof guys! make em discard, in game one you might have a dead removal spell, or a 2nd contagion clasp, despise is also good to discard if they only have one card or if you think they don't have any creatures
Tribute to Hunger - kill more hexproof guys, after sideboarding, also fun against dungrove elders, cause of massive lifegain
Red Sun's Zenith - iffy about this to be honest, but exiling a wurmcoil or a viridian emissary seems pretty nice
Critters
Phyrexian Crusader - survives slagstorm, is a general douche to several other decks
Phyrexian Vatmother - survives slagstorm, you drop him, then they see that they have blockers, your turn comes again and you slagstorm and swing for 4 infect, it's nice he's also great with postmortem lunge
Skittles - survives slagstorm, wins out of nowhere
Caress of Phyexia - admittedly not a creature, but does hit for 3 poison, can also be forked with chandra, or cast upon yourself in a pinch
I'm unsure about the sideboard, I just wanted some redundancy with my removal, just sideboard out whichever ones you don't need, or sideboard in surgical extractions for control. Not sure where black sun's zenith fits, but it's not bad against tokens or hexproof. Open to ideas here.

2CMC black removal - meta choices!
Sever the Bloodline - wonderful for wurmcoil and tokens that share a type
Despise - try not to use this early game, use this the turn before they drop their main threat (thrun, titan, geist) this is also great if you can afford to do it right after liliana's +1
Liliana of the Veil - kill those hexproof guys! make em discard, in game one you might have a dead removal spell, or a 2nd contagion clasp, despise is also good to discard if they only have one card or if you think they don't have any creatures
Tribute to Hunger - kill more hexproof guys, after sideboarding, also fun against dungrove elders, cause of massive lifegain
Red Sun's Zenith - iffy about this to be honest, but exiling a wurmcoil or a viridian emissary seems pretty nice
Critters
Phyrexian Crusader - survives slagstorm, is a general douche to several other decks
Phyrexian Vatmother - survives slagstorm, you drop him, then they see that they have blockers, your turn comes again and you slagstorm and swing for 4 infect, it's nice he's also great with postmortem lunge
Skittles - survives slagstorm, wins out of nowhere
Caress of Phyexia - admittedly not a creature, but does hit for 3 poison, can also be forked with chandra, or cast upon yourself in a pinch
I'm unsure about the sideboard, I just wanted some redundancy with my removal, just sideboard out whichever ones you don't need, or sideboard in surgical extractions for control. Not sure where black sun's zenith fits, but it's not bad against tokens or hexproof. Open to ideas here.
