You do have to admit that Figure of Destiny has a high mana investment to other creatures for the damage output.
It saw a lot of play in both standard and extended because it had versatility and a higher damage output potential than any other 1CMC creature. In modern it is out shined in Zoo by a fair number of creatures, and so is best considered when compared against other cards in the deck unless there is purpose to considering changing the deck build to better accommodate the card.

This is correct. As for FoD he is just bad when you can have a 3/3 that requires no mana investment. Not to mention the fact that even combo and aggro decks run a crap ton of removal in modern.

He's fine in Big Zoo, aka bloodbraid zoo, simply because you often don't even use him until turn 4 or 5. The reality is that most opponents are going to have a decent gameplan against zoo (otherwise they shouldn't have run whatever deck they chose), which means your nacatls and goyfs are going to die or get bogged down at some point. 1 or 2 Figures are perfectly acceptable for presenting your opponent with a threat after a sweeper or something that's going to break the stalemate.
I would certainly value having a few copies in my list in replacement of a couple kird apes or loam lions.
