Man... I have really been on a pauper kick this last week... Well here is another fabulous list by yours truely. The idea behind this deck was to sort of have a 2 phase attack:
1) Attack with the Cloudgoat Ranger using his tokens to buff him and make him fly. This forces opponents to expend resources trying to take him out / neutralizing him.
2) Drop a ton of dudes in play then use all of the white over run type effects to just mass murder everyone left.
I considered focusing more on just getting the ranger through as my wincon but I actually decided that I liked forcing opponents to deal with him then die to all those delicious tokens he produces. Unfortunately there really isnt all that much for token production in white's commons so I had to rely on a lot of random utility guys and rebels to sort of increase my numbers for that final push. Wrath effects are scarce enough though in pauper I think I can get away with it just fine... I hope.
Well there you go. The list focuses on being a little more aggressive. I have a lot of early game drop guys and I try to pick up card advantage when I can but man it is tough. Some of the later game strategies include some slower rolling token spawning, the rebel package to jump extra guys into play, and of course our commander to get tons more dudes.
The idea of this deck though is to kill people before card advantage becomes a big liability. This deck curves out somewhat quickly and hopefully drops a big creature buff to just face roll with.
Ok I got some changes coming down the pipe. I did some thinking on this list and I figured I needed to make it a lot more aggressive as a deck like this needs to go about killing people much faster than some other decks. So I took a lot of the slower control type of stuff out and tried to buff up the token production, number of creatures, and some of the ramp type of stuff to make this more of a true agro list.
CUTS: Journey to Nowhere more of a control card and it doesn't even work well on opposing commanders which I don't like. I cut back on my control and this is one of them that got cut.
Righteous Aura more of a control card. It is good but it is also slow and control based.
Shackles again slow control based. I had to cut back on this stuff.
Dawn Charm sort of control based. It is cool due to being multipurpose however I am trying to move this deck more towards being an agro list.
Disenchant trying to move this list more towards being an agro list. I am not against having these effects but if I can move them to creature based it will help me out.
Congregate I have some good lifegain in my creatures and I am trying to move away from being slower. This is a slow card.
Breath of Life response type of card that works later in the game.
Armillary Sphere draw some lands... alright but not really neccesary.
Village Bell-Ringer cute card but I realized that untapping my tokens to pump my commander again isnt good enough for his inclusion.
Thraben Sentry he cant really be controlled on when he flips and I dont like how he costs 4 mana to drop in in the first place. Just a dumb beater who is hard to control when he becomes a good beater.
Relic of Progenitus it is nice as it cycles itself however I havent seen a whole lot I have been over worried about so far that I feel I need this in a list with bad card draw and no means to tutor for it.
ADDS:
Blinding Mage more creature based control. This can help tap down opposing defenses and or give me a creature for when I go to attack out. A big advantage here is I can use it to tap down opponents defenses at the end of opponents turns then attack in with it while mass buffing.
Blinding Souleater more creature based control. This can help tap down opposing defenses and or give me a creature for when I go to attack out. A big advantage here is I can use it to tap down opponents defenses at the end of opponents turns then attack in with it while mass buffing.
Master's Call token production at instant speed. It gives me 2 bodies and at instant speed so not bad.
Stonybrook Schoolmaster whenever it is tapped it produces a token. I have a lot of taping based creatures so hopefully I can just attack it with tappers and make some tokens.
Ballynock Trapper more creature based control. This can help tap down opposing defenses and or give me a creature for when I go to attack out. A big advantage here is I can use it to tap down opponents defenses at the end of opponents turns then attack in with it while mass buffing.
Bonesplitter some solid buff. I like how this makes a lot of my less threatening creatures more of a threat.
Explorer's Scope a card advantage engine. It can smooth out my card draws to skip over some lands which is nice. It is hard to come by card advantage in mono white pauper.
Kitesail flying and +1/+0 is quite nice. Flying evasion is really huge for an agro deck and this gives some power as well. I like it all in all.
Vulshok Morningstar +2/+2 for an equip is nothing to blow off. This is the biggest pauper equipment buff avalible.
Carrier Pigeons flying dork who gives me another card draw next turn. It was news to me but very appreciated.
Marshaling Cry I realized that I can cycle this card and flash it back later. The vigilance on this allows me to attack out and keep some defense up. Unfortunately it is sorcery but even then I like that I can cycle it then flash it back. Or use it for 2 turns of attacking while buffed up.
Hopefully these changes will really bring up the power in this deck. I am focusing more on being a bit of a faster agro based deck to crush opponents faster in here. I will rely on overwhelming pressure to push people out of the game quickly. I just dont see enough card draw / card advantage to rely on pushing this type of mono white pauper into the late game where the guildmages and green decks can utilize their big mana bases.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Well, I am glad that I am not the only one out here doing them. This one is a bit of a challenge due to the fact that mono white agro inherently has some issues in a 40 life multiplayer format. I think that the build is quite solid for what I am working with though.
I think my next project is a mono black list. I have a lot of fun coming up with the lists.

P_S: Not sure what is proper in forml edh multiplayer, but in our group you have to declare who you're attacking before the attack step so there's time to use tappers and such if you want to. This makes instant speed tappers a lot more effective in multiplayer.

In my meta, we allow shortcutting. Opponents are always allowed to deny shortcutting so it makes tappers much more powerful in my meta because if you have a tapper out and someone moves to declaring attacks rather than just doing attacks it means its coming at you and if they shortcut to attacking you then you can tap them then too as you can backtrack their shortcut. This is all technically legal but at the same time its also true that anybody could stop your shortcut. Its sort of an odd situation that I don't know if its frowned on by official rules or not but we use it.

I'm teaching our playgroup to always state outloud "im entering my combat step". This helps prevent headaches with tappers. This helps reinforce threat assessment; its the responsibilty of the controller of the tapper to tap down creatures without knowing where they will go yet. Too often shortcutting leads to "oh i was going to do this if you were going to do that" scenarios where we would then have to backtrack board states.
