Damia is a powerful general that can allow multiple draws in a turn. This deck aims to ramp her out very quickly (and with 56 total mana sources that comes about quite easily turn 4-5), then proceed to drop multiple "everyone discard" to make my opponents discard their hands, while mine replinishes (or in 1 v 1 make my opponent discard their hand by cheap or powerful single player discards). I was fortunate enough to pull a liliana of the veil from a pack, but other than her, my budget is going to be max of $5 per card (i.e. no survival, which would be sucky anyway, yagwin, demonic tutor, library of alexandria, bazaar of baghdad, tarmogoyf, sword of feast and famine, sensei's divining top, grim monolith, etc,). The deck's current mana curve is 3.10, (192/62 spell), which is quite low, but I'd like to make it lower. This deck is currently built with cards that I own. Without further ado here is the list.

Yawgmoth's will is still legal and around $12-15, library of alexandria was a clear hyperbole.
I'm not running megrim or liliana's caress because they will only work if my opponent's are able to discard. I called it the megrim because the idea of the deck is to dish out damage because of my opponent's lack of cards in hand. Nath of the gilt-leaf is a more permanent megrim/caress, that discards cards itself (More permanent as in literally it generates permanents that deal combat damage in this case). The main reason for their absence it they'll just make my opponent's want to play out their hands faster. Quest of the nihil stone does the opposite allowing me to discard their hands. Bloodchief ascension is also a much more powerful megrim. Other notable similar effects are pauper's cage and skullcage, but they didn't feel as powerful, but would act as additional quests without a discard being required to activate. (Megrim and the caress could deal a lot of early damage though...)
I could add megrim; in fact, I'll at least test it (because I have one on hand), and see if I like it before getting a caress (the clearly better subsitute).
Myojin of Night's Reach was an initial consideration, but you are right; I run enough ramp I can drop him very early and abuse my quests. Bottomless pit is on my get list, and the lethomancer is a little to fragile for me to use. I don't like kodama's reach and cultivate in this deck because of the in-hand land part, although raven's crime can take advantage of that. Mind twist and mind shatter are serious considerations, but what to drop? Mindslicer is being added to my get list immediately. Skullcage was considered, the rack only hits one player, but paupers' cage will hit all of my opponents.
I don't get this at all. You're paying one extra mana over something like Rampant Growth to guarantee your next land drop in addition to ramping. I'd run both of these before Wayfarer's Bauble (same mana cost, don't get the land in hand), Harrow (you're no abusing the instant speed, saccing a land means you end up ramping the same amount), and Search for Tomorrow (only really better in the first two turns or so). I'd probably take them over the signets as well, though that's more personal preference.
I see your point, they are more powerful than stuff like the bauble and search for tomorrow. (Harrow rules because the lands come into untapped and then I can play a signet.), it had previously only occurred to me their effectiveness after damia is played, but before, it can allow a land light hand to be better. I usually play them here, and you just gave me several reasons to add them here as well; thank you.
If you are way ahead on lands, Death Cloud is really really awesome. Especially when you have signets and Talismen out, or enchantments or Planeswalkers. Heck, if you have Ascension active, that's real nasty.
Death Cloud seems saucy, but it would mean damia would only be able to be played by my signets and such; and with other discard outlets in the deck, it might be better suited as exanguinate, life's finale, or another discard outlet.
Memory Jar and windfall should likely go in if I add megrim and the caress; that also would force my opponent to have cards in hand to be discarded. I like it. Megrim and caress are going in (well caress is, once I get one, but I have the other 3.)
i think mass discard cards like delirium skeins would be pretty good in here, since theyre some of the few cards that make EVERYONE discard (as opposed to mind twist, duress, thoughtseize, etc), and you wouldnt be too affected by it, because you can just redraw them next turn.
I run delirium skeins, liliana of the veil, and necrotic mists as mutual discard; the rest of my discard hits all of my opponents (with the exception of raven's crime, which is too good to pass up with damia).
I have to admit I'm a little confused here for multiple reasons:
There's no Megrim or Liliana's Caress, as explained.
There's no Mind Twist or Mind Shatter, but that has been discussed.
There's no mention of Monomania. (There. I mentioned it.)
There's no GY theft/cast to pillage the sizable bins your opponents will have.
There's no GY removal to stop your opponents from combo'n out of the bins you created
Still, it's an intriguing build, so I'm not trying to outright criticize it. I'm just a little baffled because it's original to me and perhaps viable. Although, I'm not an expert, nor do I play one on TV.
I will however outright criticize your removal suite, but only because I care.
BlackSummer: The only card in your list of interest (because of it's non-reliance on damia) is cabal conditioning. Good fid, though expensive to cast. I don't like null brooch's cost of discarding my whole hand, and 2/2 tokens don't seem too promising, though its initial cost is cheap enough, and I can stack it with damia's effect, I'll consider that one too.
AeonPhoenix: About to do a massive update changing 25 cards in the deck to fix all of your concerns but the monomania thing, the card seems good, but it only hits a single player, and doesn't work in combination wih my otherdiscard methods (also mind shatter and mind twist are usually going to be better). I'm adding a tezerret package to give me more easy mana, graveyard hate, and a unique creature kill card; executioner's capsule. By adding more artifacts I can run academy ruins (got it when it was $1 in time spiral, now it's like 10.). Academy ruins lets me run oblivion stone as a handy mass removal. Some of my removal will stay, like seal of the primordium and seal of doom because they stay on the field, and can be played, yet not used immediately when damia is out. I love slaughter and capsize, and didn't consider them because of the whole having damia thing, but you are right, I should focus a bit less on her. I'm adding wrexial, geth, and beacon of unrest to go with mimeopaslm to abuse my opponent's graveyards, and yes finally megrim, (I still need to get a caress).
EDH is like French fries: some people like waffle cut, crinkle cut, or plain old straight cut, and while there's slight flavor difference and personal preference, at the end of the day they're still fries.

You should also strongly consider Myojin of Night's Reach, which fits with your gameplan and your heavy ramp.
Cunning Lethemancer and Bottomless Pit can both help to keep opponents' hands empty.
Cultivate and Kodama's Reach are powerful ramp options.
Skullcage and The Rack can be solid bleeder options once you've emptied hands.
Mind Twist and Mind Shatter can tear up the hand of anyone who makes it through other discard options.
