The cards that give permanent control override the until end of turn. You could dominus to take an opponent's and then donate it to yourself to gain it permanently.

Not to sound like a complete idiot, but I don't completely understand phasing as an ability. I try to wrap my head around how it interacts with the deck and my brain just hurts a bunch. Please do explain while I fetch a dunce cap, yes?
And RE: The Donate/Threaten combo ruling:
EDIT:
I looked up the ruling on Bazaar Trader, which states:
For example, if you temporarily gained control of a creature with Act of Treason, targeting yourself and that creature with Bazaar Trader's ability would then cause you to gain control of the creature indefinitely.
Which makes him a much more powerful card in the deck now, but gambit300 was right; my logic was flawed. I don't remember where I heard it, but I gained the notion that that interaction worked from SOMEWHERE while playing the game. I will edit the section on Dominus of Fealty now.
Third attempt to give you some tips. Every time I start, something comes up and I have to exit and run off.
I run a Zedruu deck also. Mine is less centered on donating everytime, and I also run a sunforger package, but you could take a look at the list in my sig for card ideas.
Things like steel golem and grid monitor are cool, but become deck cards when no Zedruu, and you become a huge target as a jerk in a multiplayer game. I prefer to stay a little lower on the radar.
Saltskitter seems counter-synergetic. Since it comes back to your control, likely every turn. You have to do alot of donating to keep getting CA from Zedruu off of it.
Dominus of Fealty is a very powerful engine in this deck. Because of how Threaten and Donate effects interact with each other, if you use Dominus' trigger to steal an opponent's permanent, and then donate control of it to your opponent before the end of the turn, control of the permanent permanently becomes yours at the end step. Thus, you can start stealing all of your opponent's cards and beat them with them! Pretty powerful, imo.
Puca's Mischief is also a pretty powerful combo with the Dominus. You Threaten their biggest permanent with Dominus, swap it with whatever you want using Puca's Mischief, and at the end of the turn, you control both permanents forever! So you're stealing two of your opponent's best permanents a turn! Seems pretty powerful to me ;o
The Problem with Puca and Dominus is that they both trigger at the same time, and thus you must choose targets before each hit the stack, so it won't work to let you take their creature with dominus and then swap it for something else they have with puca's mischief.
Dominus works with Bazaar trader, or donate, giving the creature to yourself before the eot trigger, but not to your opponent. If you steal their creature then give them control of it, when the eot trigger resolves they will sill be the owner and just keep it, as the effect checks which player is the owner of the creature, not who controls it.

Rout,Wrath of God, Hallowed Burial/Final Judgment. I'd use some of these to replace some of the wraths you are running, as they just seem better.
I run more Propaganda type cards. Just check my sig.
Shifting Borders and Political Trickery are cool.
Oath of Lieges is popular with zedruu decks.

Edit: also, nomad mythmakerseems missing for wayward o rings and such.....
