Yaknow, I would have voted for Defiling Muse except for the fact that it has haste, which as I recall, doesn't meet the restrictions. Answered. :-|
I am also wondering, with Forecast, (blighted flamekin), the reveal counts as the non-mana payment, right?
Anyway, on the cards:
Drainer of Wills - Name doesn't ultimately fit, but overall the feel of the card is nice. Loyalty Shifter - Something like this I just can't get behind. "Sac a walker to drop a walker"? No thanks. Plus it's "Put it onto the battlefield." Arcane Madness - It's a decent card, and a combo-lovers delight. Blightrain Flamekin - I am not liking the 'reveal to deathtouch' aspect of it, especially an uncommon 2/2 red for 3 that your most likely just going to use for sniping. Skaab Thief - It's a typical blue zombie. Albeit a bit undercosted overall for blue, it's not 'bad', but not making me want it. Inspire Sprite - Not very inspiring if you want to keep it on the battlefield and have to discard 3 cards. It's a decent card though. Trepanned Tutor - Why is this rare and why does it have :symb:? This is your standard blue search/reveal/put in hand. I would have personally made it if you still wanted to have the in it, but maybe had life loss with it. Mitotic Propagation - Indestructible Oozes? This one isn't sitting right for some odd reason. Countersurge - Interesting concept to counter spells. Don't know why, but this seems more like an enchantment. He Who Judges - Smaller than the standard Eldrazi, but has the chance to become fairly large and go smash things. Merrowglen Tusker - A creature that can become big...and quick. I can feel this in a deck, but I think it's a bit under-costed. Daybreak Angel - To be honest, I've never been a big fan of cumulative upkeep, but this was an interesting twist on it. Defiled Muse - The only real comparison with having haste on a creature with :symb::symg: is Skullbriar, the Walking Grave and he's a legendary, however this is costed fairly well for what it does. Frantic Research - Underwhelmed and boring. It's a blue typical that doesn't do things we haven't seen already. Hulking Hermit - Interesting control effect. It SHOULD be higher costed (by...a lot), but with some tweaking, it'd be nice. Elyssian Centipede - I have no idea on this card. While I like the graveyard to library = effect, but...flanking??? Balduvian Waste - This I like. The upside makes up for its downside.

*He Who Judges* the wording on thus card is not okay with me... Permanent changes to toughness and power should be with counters, imho
*Merrowglen Tusker* so sexy for EDH. Experiment Kraj says hi
*Daybreak Angel* This card has a really smooth design. "remove all counters" is good, puts me in the mindset of Aisling, the Pilgrim. Plus, it saves from aurafication!
*Defiled Muse* Bleh. Poorly worded additional cost is worded poorly.

*Hulking Hermit* this card just does nothing for me
*Elyssian Centipede* why a centipede? Why? Seems like the flavor of the card is better suited for a spirit knight or something... Spirit insect? Really?
*Balduvian Waste* I can think of pretty much no reasons this land makes colorless mana. Other than that, I really like this card.
Just gonna crit the ones that I have something to say. For the others, assume a) really good or b) boring as heck.
Drainer of Will should be renamed "Forcer of Bigger Wills" because it's like force except you can dump good stuff into your graveyard.
Loyal Shifter is not liked by me because naming planeswalkers
Arcane Madness is kinda OP as a two mana hard counter.
Inspire Sprite feels too expensive with the echo; you'd pretty much never pay it and just use it like a player-hitting Electrolyze.
Trepanned Tutor seems a bit good considering you can just dump your hand then use it as free buyback.
Mitotic Propogation seems kinda OP and also indestructible is :<
He Who Judges I thought would be a Megiddo card. It turns out it wasn't and was just Dudatogatog.
Tusker's hexproof pushes it a bit far.
Daybreak Angel is sweet and timmy like a baws
Frantic Research gets banned in modern
Hulking Hermit feels like too much of a lock against some decks
Elyssian Centipede makes me go "wut"
Balduvian Wastes is pretty sweet, but the last ability feels unnecessary.
Also add a vote for Daybreak Angel, I thought I clicked it.
I think it might be a bad idea to do this for a game with secret votes. Someone could abuse saying "I forgot to vote for ___" to double up their vote for a card they really like (or even worse, a card who'd designer's identity they already know and want to help win/avoid elimination.)
Not that I'm accusing you, I'm just saying it's a can of worms and I think we should probably just be careful we vote for exactly what we mean to instead.

As much as I hate to say it, I do agree 100% with that. You never know if the person already voted for one and then says "Ooops...I forgot to vote for..." and that would make me wonder.
Quick notes from me:
Daybreak Angel - The flavor of the sun rising and reseting is incredible. Awesome job with this card. There is a reason that this one is winning. Arcane Madness - Seems fun and the flavor works for me. I'd like to play this one in my UB casual green hate deck. Skaab Theif - This doesn't feel like a zombie and the chance of it connecting aren't as great since it's a 1/1 for 2 cmc. I feel like you would never get to draw a card with him without any evasion. Inspire Sprite - I kept reading this as "Inspire Spite" which feels more UR then a sprite. Inspire and Sprite both feel blue. In fact, the only thing that feels red on this card is the haste. He who Judges - Feels very 'Drazi. I like it. Balduvian Waste - Killing somebody else's creature would feel good after sac'ing so many of your creatures for the upkeep cost. Defiled Muse - If you are playing dedicated infect you are probably going to have more life than your opponent 97% of the time. Therefore this is almost a promised 5/5 infect for 5 which is undercosted. At a minimum this needs to be 6 CMC or 5 CMC with a bigger drawback, IE Putrefax, Phyrexian Juggernaut's must attack clause, or Chained Throatseeker's Defender.
Sorry I didn't critique everyone's cards, those are the ones that jumped out as I was perusing.
