I've been playing Dimir Cutpurse as a 4 of in my blue-black control list as the main finisher (on Cockatrice) and its almost always really good, especially against other control decks. Even playing it on turn 5 to leave up mana leak, or even turn 7, once in control of the game, to leave up cryptic command. I just feel so far ahead after connecting once with him, he just becomes a 3 for 1, and the card advantage keeps accumulating with every attack phase.
Another one I've been using is Countersquall as a two of. In UB control its just straight up better than negate, I never have troubles with the mana base.
What do you guys think?

Cutpurse has never been bad. It comes down to being able to connect with him often enough to warrant his inclusion.

In case I didn't tell you, I don't care about your opinion I just want your facts. And not the facts that make you seem smart. I want the ones that are actual facts.
I imagine you could build a deck around using the cutpurse in a similar fashion to how neurok commando was used in standard a while back. Land your dude, and just do whatever it takes to clear his way. (It was a budget deck, but it wasn't that bad).

I support WotC's goal of shaping Modern in favor of diversity.
I ran a thought experiment on my blog Modern in a Nuclear Wasteland
of an extreme case of banning 20 more cards to make sure they get everything, then scaling back where appropriate. WotC seems to be on a slowly build up approach. Both ways probably reach similar end points.
The post Gatecrash metagame is proving to be closer to the endpoint than I estimated, so its very possible that few (if any) more cards need to be banned.

I just brewed a sample deck. Most of the cards I have or my friends have (besides the Watery Graves), so for me it wouldn't really be a problem to build.
Some cards I was possibly considering were Artful Dodge and Distortion Strike, but they would be dead cards unless Dimir Cutpurse was out. Still, maybe 1 ofs or something could be a possibility. Snapcaster Mage is also something I considered, but I really couldn't find room for him.

I would suggest you look at Black Sun's Zenith as a Damnation replacement. Clear the field then you have free reign with cutpurse. Also Hypnotic Specter is pretty budget friendly, and has always been a solid control card. Also, Countersquall is really nice, so I would bring it up to 2-3.

I playtested the deck against my friends Radkos burn and Merfolk last night, and came out surprisingly well in the matches we played. I lost a lot, but not as much as I thought I would. Really the main problem I was having was them being able to get out too many creatures or blockers, or getting rid of my Dimir Cutpurses. I plan on adding the Writ of Passages, as well as BSZeniths tonight when we playtest again.
I was also thinking about adding 1 or 2 Profane Commands as well. Another wincon, the ability to get back my Cutpurse, removal, or unblockable, and I almost always had a bunch of mana before the game was over.

Looks like a 2 for 1 bullseye to me, but it could be amazing if it sticks.

Profane Command, in my experience, has always been too expensive for serious use. If you need to get stuff back then include cards that do it better, rather than using an expensive swiss army knife with features you probably will never use. I think you are better off with Noxious Revival or even Unburial Rites for that, and it would be easy enough to plash a little white for that.
Profane command is a good card, but it's really better in a rock build, which can ramp up faster. If you're looking at a red/black burn variant, chalice of the void set at one can really mess with them. The obvious remove at that point is spell snare, I think. Disfigure as a two of is still mighty useful early game against red/black since they usually have creatures you want to kill.
Writ of passage seems like a sweet replacement for my 1-of artful dodge in the board! 2 mana for an extra card every turn is sweet!
As for Spell Snare, the more that i play this deck, the more that i become convinced that its the best counterspell in the format!
Disfigure is sweet too, nice answer to turn 1 manadork, student of warfare, goblin guide, etc.
