Just from the name, I'd almost think it was either a permanent version of Threaten/Tainted Blood or something that gave a big bonus to all of your critters that is red-themed, like Double Strike or something.

L5R or MTG, if it's got Samurai, Knights or Soldiers, it's all good as far as I'm concerned.
Reforge the Soul, I think, would make more sense as a board-reset type card (like Warp World!).

you can generally tell the easiest road to victory by how many players congregate on it; and the road of counterspells/control has been the freeway of choice in magic for quite some time.

What I find offensive is not that Wizards is endeavoring to make the game more accessible, but the attitudes of elitists who act as though no one of any age should show their face in the Magic public without first having mastery over the complexities of the game.
Seems overcosted for a direct Wheel of Fortune, though that seems to fit the name and reference in the Tibalt article. Maybe each player draws seven, and discards until they have seven? Just a guess.
I once farted during the final match for prizes at an FNM. It was a tense moment, everything was quiet, control vs control, I was about to mana leak, thought about it.. and farted. Then mana leaked.
The name sounds nothing like a wheel of fortune effect. Maybe it's something more like.
"Reforge the Soul deals N damage to target creature or player. If a creature damaged by Reforge the Soul would be put into a graveyard this turn, instead it enters the battlefield under your control and is an artifact in addition to its other types."
Evil is boring. The universe is friendly. Life is on your side. Joy is your birthright. Cynicism is idiotic. Fear is a bad habit. Despair is lazy. In fact, all of creation wants you to succeed. Act as if the universe is a prodigious miracle created for your amusement and illumination. Assume that secret helpers are working behind the scenes to assist you in turning into the gorgeous masterpiece you were born to be. . . Life always gives you exactly what you need, exactly when you need it.
My guess is going to be a Through the Breach with miracle instead of splice. Maybe exile instead of sac though

A lot of people seem to think its a wheel effect of some sort.

Permanent threaten on permanent.
R Citizen Cane (Feldon of the Third Path)
if its a wheel variant with them just printing vexing devil and the red planeswalker we could have another coming of rdw.
huge body or burn and then hit them for 7 after a wheel? SICK
And I would think a Storm Seeker type effect, but we already have Tibalt doing that.
Or maybe it's just something we're completely not guessing.

How does that fit the name?

They aren't broken.
At all.
This is certainly the wheel of fortune, which makes the slow-roll all the more irritating.
