I plan to stream matches from table top matches and stream them over twitch.tv .... tournament matches etc. The specs need to be at least ..........

That is the minimum specs needed to run Xsplit, plus need specs added to handle running a webcam as well. I am NOT wanting to spend tons of cash on this though. Where would you guys suggest to go for the cheapest deals on PC's? I simply want a PC to use for nothing but streaming matches, nothing more and it needs to be as basic as possible.

I have tried using build it yourself on the Dell site and the cyberpowerpc website and cannot seem to get the price down to where I want it. On down the road I will upgrade, but for now I need to find the cheapest way to get this done.

The CPU is a Quad-Core so this should power the machine just fine. 4GIG RAm is twice over the required specs for what I need. The video card is also well over what they stated I would need. The on board graphics, I am not sure thats gonna do what I need.

Your specs will work, but closely look at them... You're paying a lot more (upwards of $200) than the first link I posted and you'll be getting half the CPU power and 2GB less memory.
The only benefit is the video card, but if you look at reviews, it's not much higher than integrated graphics anyways.
It's nice, you're just not getting very good bang-for-buck.

The CPU and RAM seem fine but no sound or video cards worry me. Hooking the mixer I have for the 4 table stand mics without having SOME type of sound card makes me wonder if it will work because I know before we had to adjust all kinds of settings on the PB in the sound department. Also onboard graphics bothers me also seeing as how it tells you it requires a card with 3D accelration +. I am good with software on a PC and programing, but hardware is out of my field on knowledge.

Well you gotta realize... All the horror stories about Integrated graphics and onboard sound are false. You have to realize the application they're going for... Graphics cards do just that--graphics. If it is not graphical, it won't matter. Running video's are all CPU until you get into the bit-rate and resolution which is where the video comes into play.
On that, all integrated graphics solutions (or 90% of them) can do HD video, such as the ones in the links I posted.
For the sound card, all on-board cards have the power of an old Audigy II or better--they're just fine for 5.1 or less.
You can research it further if you'd like, but I really don't think you need it for what you're running it for.
