It would be helpful to know what the "ceiling" is for a single card for your budget cube, since "budget" means different things to different people. Also, put a 1 and a space before each card name so it will be formatted properly.
Black: I would include Nightscape Familiar under your multicolor section, since it's pretty awful if neither of its discount abilities are online. Keeper of the Dead seems really bad/slow. You can't use her ability until a minimum of two of your creatures are in your 'yard! Chainer's Edict is a lot better than Darkblast and also has recursion. Sever the Bloodline is pretty awful in a highlander format. Diabolic Edict >> Geth's Verdict because it's easier to cast. I think Killing Wave is just awful... Imagine casting it for 3B while they have three guys on the table and you have none. They can just pay six to keep two and keep on beating face, or pay three to keep their best guy. Cards like this that give your opponent options are just bad imho.
Artifacts: Karn technically isn't an artifact, but you should definitely include him!

I've always been extremely impressed with her, and I think she'll add a lot of power to WB for you.
Diabolic Vision & Evil Twin --> Psychatog & Shadowmage Infiltrator
Psychatog was once called the best creature in the game. He may not be as good as he once was, but he's not far off. Infiltrator is a 3CMC evasive draw engine and equipment carrier.
Darkslick Shores --> Dimir Aqueduct
More blue + bouncelands. You're shooting for the long game, so shores is weaker than the catacomb

I like Stonehorn because I am trying to get a Venser which will make a terrible combo that loses to removal. I'm running Saltblast Because I really don't like Archon and it is an immediate answer to a 'walker.

Initial thoughts...
White: Suppression Field seems quite narrow/weak. Try Pithing Needle or Phyrexian Revoker instead. Kirtar's Desire: if you want this effect, wouldn't you rather just spend 1 extra for Pacifism and know that their guy definitely won't be able to block?
Blue: Why do you want Graceful Adept? Voidmage Husher seems pretty clunky at four mana. You definitely want an Aether Adept in here. Dispel and Mental Misstep are too narrow I think. You should pick up a Force Spike. They're like 10 cents. Other cheap and standard counterspells you aren't running yet include Memory Lapse and Miscalculation.

Multicolour Suggestions
Nimbus Maze --> Azorius Chancery
Blue decks really love the bounce lands for their effective card advantage.
Izzet Chronarch --> any of the following: Desolate Lighthouse, Prophetic Bolt, Fire//Ice
Boros Garrison --> Battlefield Forge
RW tends to be a rather aggressive colour pair, so the tempo hit of a bounce land is a big deal
Burning Oil-->Ajani Vengeant or Figure of Destiny
These are nearing your upper price constraint, but both are excellent.
Lorescale Coatl & Coiling Oracle --> Mystic Snake & Trygon Predator
These are two of the best cards in UG and both are within .50 of $2
Ray of Revelation --> Loxodon Heirarch, Watchwolf, or Armadillo Cloak
All three of these are quite strong. Cloak vs Sledge is also an interesting comparison (I personally prefer cloak for example due to the lower tempo hit)
Ancient Grudge --> Stormbind
Artifact hate is fairly easy to get in red and green, stormbind on the other hand is one of a kind

Red: Do you really want a color hoser like Sulfur Elemental? What if you're playing white, too? Also Smash to Smithereens >> Rack and Ruin.
Green: Cartographer is quite narrow and Frontier Guide seems very slow. Centaur Glade is too slow outside of (maybe) peasant. Think of it as a 5GGGG investment before your first 3/3. Get Sakura-Tribe Elder and Yavimaya Elder in here, stat! Also Cultivate and Farseek or Edge of Autumn.
Your multicolor section looks pretty good. I have Drogskol Reaver in my cube for the moment, too; but it fails the "Terminate test" pretty hard.
I will try to get the other cards you mentioned tomorrow at FNM.
