Magic has a lot of price barriers to entry. It seems like every older staple rare you need for your deck has a $20+ price tag on it, and it's easy to spend a car payment or more on just a single commander deck. This is where the extreme budget deck challenge comes in. Our goal is to build the strongest commander deck possible, using a strict budget anyone can afford. Let's prove you don't have to spend a lot of money to have a fun yet semi competitive deck!
If you don't have a lot of money to spend on cards but you want a good deck, or you love a good challenge and want to test your skills, you are in the right place!
*** RULES ***
-Standard Banlist: Anything WOTC puts on their banlist isn't allowed
-Budget: $5 total using tcgplayer "low" as our metric
-Timestamps: Because prices can fluctuate, we timestamp our total price to show accuracy at time of building.
-Competitive: The finished deck should be competitive for the kitchen table, and have potential to defeat more expensive decks.
*** BACKGROUND ***
This project is my first commander deck. I started with the shell of "Devour for Power" (missing the $$$ cards) and built around using mill and discard to fuel Mimeoplasm. The way I figure it, the best way to topple a more expensive deck is to mill their bombs, then clone them. I also use steal effects to take them if they get into play. The deck has a side theme of "standard dredge" witch is to mill yourself then use creatures and equipment that care about how many creatures you have in your bin. Sounds counter intuitive with plasm since he exiles, but keep in mind I use the opponents bombs most of the time. I ended up using mostly standard stuff, because I lack access to older cards. (I'm primarily a standard player)
I've won a few games by milling an opponent outright. It helps when they play a general with tons of card draw, and I get several mill engines online at once.
Suggestions if you have more budget: Just add better versions of the stuff I substituted, such as Shreikmaw for chaff like undead executioner, and Mulldrifter for Tower Geist.
-There are a lot of suboptimal choices, but it was necessary to fit major needed cards such as the three standard dredge creatures (cagebreakers, splinterfright and kessig) and a few other cards
-I tried to use blue for mill, black for discard, and green for self mill effects to create synergy all the way around to support the main theme
-My access to old cards is severely limited, as such you will notice most of the cards are standard legal.

discipline cheaply cycles cards for mimeo, and increases hand quality...satchel doesn't seem to be doing much thematically for the deck

the one life pinging isn't as useful as stealing a permanent

increases deck cost by .06...which is under budget by .02

Most of your card suggestions are self explanatory, but what would I use the brutalizer exarch for? I have one sitting around.
Barter in blood is also something lying around, seems pretty strong. I don't have a krosan tusker, but it's recent and it's sick.
Slipstream Eel? I guess the goal is to cycle it for mimeoplasm to eat right? I have one. Only issue, if I need to cast him for offense, how will he function if the opponent has no islands?

Death's Shadow is easy enough to get in the yard, and makes for quick counters on the Ooze. Also dirt cheap so shouldn't be an issue.
For some out of nowhere wins, try Putrefax, and Blighted Agent. The former needs a random five power durdle to swing lethal, and the latter needs just nine power and haste for the unblockable kill.
Probably a little outside of your budget, but Lord of Extinction + Triskelion is pretty epic as well. Copy Trike, and put a bunch of +1/+1 counters from LoE on him.
A lot of those cards I'll try to hunt down, seems all the good stuff is in the real old sets.

i was suggesting brutalizer exarch as just another utility creature....not for any singular purpose...it just has two useful abilities.
you wouldn't be able to attack with slipstream if an opponent has no islands....it'd be in there almost exclusively as near-free mimeo pump
@3drinks: So 10 poison can eliminate a player in commander? That doesn't make sense with a 40 life total? If that's the case then for sure I'm adding in some infect fatties.
@Solemn Simulator: It's .05 now. My only issue is my deck want's to have stuff in the bin, moldgraf removes 2 of that, and at random too.
@inscho: I'll add the slipstream back in. Free mimeo pump sounds good. Gotta work on getting those improved mind control cards. I like the owl pair right now, and I do want a little bit of early drops to keep me occupied.

Yep, a player only needs ten poison counters to kill in commander. Ideally this is because a lot of infect critters suck and are over costed, but Mimeo gives them a second wind, and allows for some truly obscene options for them(such as Putrefax + Death's Shadow hahaha).
Just thought I'd give you the heads up that I am testing this deck via MTGO. The prices are different of course, but since I have most of the cards, I'll also check the prices of 'replacements' that work as well and are within the 'budget' limit.
Chancellor of the Spires could have a chance in here... It's more often seen in Riku decks (because it's just silly with Riku when you have enough mana), but it runs very well in the mill decks it was designed for. Also, only a quarter. Fleshbag Marauder is better than Mist Raven. Adds a few cents to the price, but it's real removal.

And, thinking only in terms of being good with 'plasm, I just came across Jodah's Avenger. It's extremely underwhelming by itself, but supposing you 'plasm it and a 9/9 Eldrazi (for example), there's 11/11 double-striking unblockable damage (with a few tweaks).

Krosan Cloudscraper + anything with 8+ power will make for a stupid big creature. Give it some cheap equipment, or aura that gives it evasion and you got a serious threat, especially if you can give it shroud somehow. I use Krosan in my not-budget Mimeo deck until I replace him with Phyrexian Dreadnought.
Also, I'd throw in a cheap but large infect creature such as Phyrexian Hydra, Spinebiter, or Pestilent Souleater as a kill condition. I personally use Skithiryx, the Blight Dragon as a kill card in my Mimeoplasm deck, but that is not budget, it works wonders though (I win most of my games this way). Infect only requires 10 damage, while it may seem mean and "douchey" at first, what else are you trying to with Mimeoplasm, either having 21 damage in one swing, 10 infect, or win with incremental hits from a large creature.
I know it's almost 2 bucks, but Buried Alive is really too good, and is beyond required for this deck, and it comes in the pre-con.
Chancellor is really good, I love him, but he always finds his way out of my decks when I'm making cuts. Will work wonders in a budget build, especially when you can use other peoples expensive cards to your advantage. Flickering him with cards like Nephalia Smuggler is uber-fun-awesome-stupid-sauce-good, but easy to disrupt.

I use(d) Sphinx for Utility. Hard casting him is just annoying (plausible, very much so, but mostly utilitarian). Szadek the same way unless I am using him as a commander (minus those that run the graveyard shuffler), and tossing out UUU is not as easy to manage as UU.

So I did an update, and there is a bunch of breathing room in the budget. Had issues casting some of the multicolor stuff, so I modified the manabase a little.
The deck focuses on mill a little more, with blue as the core instead of black like with the precon.
I'll be reading over all of your suggestions, and I'll try to scrape up some of the cards you mentioned.
I'm thinking running buried alive + phyrexian hydra would work great for a 1 turn kill.
I gotta go run around and find these cards. My playgroup only has standard stuff though, really, which is a huge issue. And I'd hate to go online to buy a .10 card then pay $5.00 to ship it to hawaii.
Thanks everyone! Played my first game about two weeks ago against a heavily modded Counterpunch with Ghave at the helm and a metalcraft Jor Kadeen pile of annoyance and I ended up pulling off the victory narrowly.
We have not had time to jam a game since due to my playgroup working hard on our league decks.
Still getting used to the format...but no regrets as it's a place for all of my rotated stuff to find a home!
FYI: $2.65 left in the budget
PS - I hate szadek. He sucks. I almost didn't win because the Jor Kadeen player was at 3 life and he just took the damage from szadek while Ghave spat out tokens and used attrition to kill my creatures. Gonna ask around for the chancellor to see if anyone has it.
I have buried alive, it just EATS 1.74 of the budget in one card.

@Supermario42: I'm most likely going to toss in one of my buried alives.
@PsiJet: That looks like an awesome card. Right now I'm using chill of foreboding, it mills a total of 30 cards counting flashback.
@Solemn Simulator: I do have access to undying, problem I'm having is I need almost all of my blue for mill. Stern Mentor is repeatable mill to use on my small creatures late game, it actually does pretty good at milling 4 per turn, or 2 off each opponent. That grozoth combo is nuts! it's even better than what I do now, which is usually cycle the slipstream eel, then plasm it + some etb creature for lols.
The best combo I ever did was mimeoplasm copying Artisan of Koizelek, bringing back ingester to kill opposing general, then had it eat my slipstream eel, leaving me with a 16/15 plasm w/ annihilator, and a 10+/10+ something ingester (he ate a ghave with a ton of counters on it)
Played two games today, against Ghave and Darigaaz. I'm really starting to notice I don't have enough mill to feed Mimeoplasm. Also, aggro really hurts me I got dropped to 14 due to a slow hand in game 1, then pulled off the win by stealing Ghave, then swinging in with a huge mortivore and phyrexian ingestor (which by the way is a frippin all star and my favorite card).
Game two, again not enough mill, ended up dying to a large fireball from Darigaaz player.
So I've upped the mill, and sped up the deck. Added more creatures for more fuel. I know you are wondering why Kazandu is in there. Basically an excuse to use one of my favorite arts on a worthless card that's been lying around. I figure at the least it can spit out tokens to use as blockers, and it's another chump body for the graveyard to make large bonehoards and boneyard wurms.
I'm confused as what strategy I should use. Tons of mill then cards like boneyard? Or just tons of mill and bombs, and screw the small stuff, try to win combo style with cards like infect and unblockable? That doesn't sound very fun though.
I've been having a hard time lately, I've got so much mill but it's always a crapshoot trying to get mimeotargets, I seem to mill lands just as much as I mill targets. Also, my buddies counterpunch deck just seems to be full of so many hoser cards for mill strategies.

Personally, I found that tossing in, or replacing, Artisan of Kolizek with Pathrazer of Ulamog and/or Ulamog's Crusher to be helpful, if at least for either a copy/counter add, to be quite helpful (I use them mostly for counters and copy Scrapdiver Serpent.

I use(d) Sphinx for Utility. Hard casting him is just annoying (plausible, very much so, but mostly utilitarian). Szadek the same way unless I am using him as a commander (minus those that run the graveyard shuffler), and tossing out UUU is not as easy to manage as UU.

So I did an update, and there is a bunch of breathing room in the budget. Had issues casting some of the multicolor stuff, so I modified the manabase a little.
The deck focuses on mill a little more, with blue as the core instead of black like with the precon.
I'll be reading over all of your suggestions, and I'll try to scrape up some of the cards you mentioned.
I'm thinking running buried alive + phyrexian hydra would work great for a 1 turn kill.
I gotta go run around and find these cards. My playgroup only has standard stuff though, really, which is a huge issue. And I'd hate to go online to buy a .10 card then pay $5.00 to ship it to hawaii.
Thanks everyone! Played my first game about two weeks ago against a heavily modded Counterpunch with Ghave at the helm and a metalcraft Jor Kadeen pile of annoyance and I ended up pulling off the victory narrowly.
We have not had time to jam a game since due to my playgroup working hard on our league decks.
Still getting used to the format...but no regrets as it's a place for all of my rotated stuff to find a home!

PS - I hate szadek. He sucks. I almost didn't win because the Jor Kadeen player was at 3 life and he just took the damage from szadek while Ghave spat out tokens and used attrition to kill my creatures. Gonna ask around for the chancellor to see if anyone has it.
I have buried alive, it just EATS 1.74 of the budget in one card.

Speaking on Dredge, I saw your access to older cards is limited, but some Dredge (Stinkweed Imp, Greater Mossdog) would fill your graveyard faster than your general can eat. Also, Transmute (Perplex, Cluth of the Undercity) fits your colors and is usually very useful, plus I can't get over this image of a Grozoth fetching an Artisan of Kozilek then becoming Plasm fodder.

@PsiJet: That looks like an awesome card. Right now I'm using chill of foreboding, it mills a total of 30 cards counting flashback.
@Solemn Simulator: I do have access to undying, problem I'm having is I need almost all of my blue for mill. Stern Mentor is repeatable mill to use on my small creatures late game, it actually does pretty good at milling 4 per turn, or 2 off each opponent. That grozoth combo is nuts! it's even better than what I do now, which is usually cycle the slipstream eel, then plasm it + some etb creature for lols.
The best combo I ever did was mimeoplasm copying Artisan of Koizelek, bringing back ingester to kill opposing general, then had it eat my slipstream eel, leaving me with a 16/15 plasm w/ annihilator, and a 10+/10+ something ingester (he ate a ghave with a ton of counters on it)
Played two games today, against Ghave and Darigaaz. I'm really starting to notice I don't have enough mill to feed Mimeoplasm. Also, aggro really hurts me I got dropped to 14 due to a slow hand in game 1, then pulled off the win by stealing Ghave, then swinging in with a huge mortivore and phyrexian ingestor (which by the way is a frippin all star and my favorite card).
Game two, again not enough mill, ended up dying to a large fireball from Darigaaz player.
So I've upped the mill, and sped up the deck. Added more creatures for more fuel. I know you are wondering why Kazandu is in there. Basically an excuse to use one of my favorite arts on a worthless card that's been lying around. I figure at the least it can spit out tokens to use as blockers, and it's another chump body for the graveyard to make large bonehoards and boneyard wurms.
I'm confused as what strategy I should use. Tons of mill then cards like boneyard? Or just tons of mill and bombs, and screw the small stuff, try to win combo style with cards like infect and unblockable? That doesn't sound very fun though.

I've been having a hard time lately, I've got so much mill but it's always a crapshoot trying to get mimeotargets, I seem to mill lands just as much as I mill targets. Also, my buddies counterpunch deck just seems to be full of so many hoser cards for mill strategies.
