I'm curious that 0 people on this forum are running this card. according to Eidolon's thread, 65 people are running impulse, and while that's an instant and digs one card deeper, I'm sure some of those people are supporting reanimator.
Is it just price? Like not worth the price for an average card? Do a lot of people not run portal cards at all? I would definitely run this in the 500 range if I supported reanimator.
PS: Can someone PM me how to post a card image without breaking any rules? I tried to read the rules but it confuses me. I added it for you

I remember when this card saw play in Vintage to go along side Goblin Welder and even then it wasn't exactly that amazing.
The issue is that it's a horrifically expensive card that isn't better than Forbidden Alchemy, although it's not strictly worse either. It's just not very impressive in any sense and doesn't provide any serious benefit for the price it demands.
Good card, but the speed handicaps it. Sorcery speed on a two cc spells like this hurts. I mean you need that mana to counter or play a mana rock or something. Ponder is different as you can do it turn one (to get land) or still keep open some mana to counter later on.
Sad, because it could be very usefull. Maybe bigger cubes (700+?) could use it though.

I think it's a fine card, but it's nothing that impressive and there are certainly flashier cards available. That being said, I like it and would run it if given the opportunity.

You want to hotlink to the card image on magiccards.info
This is ok under our leeching rules because we share our bandwidth with it (due to Hannes owning both MTGS and .info). Any site that offers itself for image hosting or that you own is a valid site to hotlink to. MTGS and .info obviously allow linking within themselves ;).
As to actual mechanics, I do it by right-clicking on the image, selecting "Copy Image Location" and then pasting that into the post, but the options are bound to differ by browser. For the coding, you can click edit on your post to see how I added it (it's ok to edit your post post-modtext in this case)

Not in a dedicated reanimator deck it's not. You have a ~25-30% chance of drawing your fatty by T3, and both of those cards get the fatty out of your hand and into your 'yard.
Strategic Planning is a fine card, and I'd play it at 720 as a next-in-line Impulse effect; particularly because it can be randomly good in graveyard-themed decks (Particularly Loam decks). But it's no Impulse for regular decks (WAY far behind, actually) and it's no Frantic Search for reanimation decks.

I can agree that it's better than Careful Study, though we have Faithless Looting for that, but Frantic Search is a different story. Frantic Search not only filters your hand but it also untaps lands, which means it can go into multiple strategies and has better tempo than Planning. So while Search might not be better than Planning, it's not exactly comparable.
For me it's the opportunity cost. The card is $50 or more and I could get Jace 2.0 for that. If I ever drop that kind of cash for a single card, it's gonna be for powerhouse cards, Legacy staples, etc... This card is good, but not for it's price tag.

Yeah it's fairly good. I would probably not run it in my 500 card cube, as I already have enough of those types of effects imo. I would run it in anything bigger though. As others have said, the price tag is an issue.
To clarify - Strategic Planning is obviously not better at dumping a fatty in the 'yard than the other cards listed. I just think the card is generally better than Frantic Search and Careful Study if you were to pick any blue archetype and compare the cards across the board. Aside: I don't see why people feel the need to specifically include Reanimator enablers. There are so many great cards that also fill the role of putting cards in your 'yard or can do it in a pinch if you absolutely need to target yourself with a discard effect. It's probably just my opinion, but I would never include a card that has the #1 role of putting a fatty in the graveyard with every other use being secondary.

I really would love to play this card but blue has much better options, being only from P3K wasn't a factor on why I'm not playing it so the C13 version doesn't change anything for me.

When I see Healing Salve, I'm often like "Oh girl, I wish I could turn every card into this." Thanks they removed the gain life part, otherwise this would have been broken.

I agree. I think the scarcity heuristic is strong with this one; it just isn't that good compared to other options at a similar cost, and we don't need that many in our cubes.
I don't think there is a threshold over which a Cube runs too many blue cantrips (or, if there is one, we are very far from it). While the cantrips may not be amongst the most powerful blue cards ever printed, they will be maindecked 100% of the time if the player is in blue and they immensely help the blue decks. Cantrips are what make blue decks good.
This is 100% true. I even recently added Sleight of Hand and Portent. Both will get maindecked at least 90% im sure.
There are plenty of more exciting cards to play at 360. Cantrips like probe are mostly filler for the most part. I don't even have room for stuff like probe in 630.
I would not call 1cc cantrips "fillers" since these are the first cards added to a draft deck, not the last. A card like Gitaxian Probe will draw you the average Blue card from your Cube, so it is better than 50% of your current Blue cards.
Just because it cantrips isn't a reason to play it. Otherwise Relic of Progenitus, Mishra's Bauble and Swamp Wraith would be in every cube. And I don't think those cards are 50% better than my artifacts or black cards
