-- Keeps your own creatures alive. Obviously the big point.
-- Bad vs. burn, can be bad vs. swarm
-- Awesome flavor text
-- Untargeted
-- Hard to cast except in heavy black
-- Redundancy in black Wrath... and this one supports creature-based strategies, whereas Damnation & company do not
Killing one creature: almost anything is better.
Killing two creatures: Ashes to Ashes is better unless targeting is important. But A2A lacks versatility.
Killing 3+ creatures: Probably better than Plague Wind, just because it's so much cheaper.
So it's only super-good when killing 3+ creatures. That said, however, this is pretty darn versatile.
Edit: on second thought, it may not be "better" than Rain of Daggers--it's cheaper, but the Rain keeps your creatures and kills their creatures regardless of color. So y'all can also discuss that card too if you like.
An interesting and cool looking find, but I think you already argued the case for it being bad. The situations in which this card is great compared to cards like Consuming Vapors or even Ashes to Ashes seem pretty few and far between.
On the wrath front, we also already have a fair bit of redundancy for fairly good "black wraths" that not everyone even plays. In addition to the obvious Damnation, cards like Black Sun's Zenith and Barter in Blood are pretty playable. Also, Decree of Pain was considered a cube staple for a long while.
I played it in my classic cube for a long time, but ultimately ended up cutting it from even that environment. It's one of my favorite cards because it was an old-school fav of mine, but it just didn't perform in the cube. I love that card and the art though. So awesome.
It is a cool find. The fact that the quote mangles the meter of the original poem makes it easier for me to leave it out of my cube. Great art and a lovely old-school feel to the card, though.
"When I use a word," Humpty Dumpty said, in rather a scornful tone, "it means just what I choose it to mean - neither more nor less." -Lewis Carroll, Through the Looking Glass
I'd put in if I made a Diablo themed cube, or a duel deck or something
Now that I think about it, that could be awesome. It could somehow be wizards, paladins, barbarians, druids etc against skeletons, zombies, demons. When you draw an equipment, roll several dice to see what extra attributes are added to it. God i could keep going with this all day.

Ya, when you can only use Magic cards from the first 18 months the game was out, a lot of cards look better.
