Sigil of Sleep is a fairly classic enchant creature that has historically been ranked in the top 10 enchant creatures of all time. It can be a massive tempo bomb and just allow a board presence advantage to continue to compound. For these reasons, I've always been a huge fan.
That being said, my group is far less enamored and has suggested it as a cut.
The main points raised against it are that it has the same inherent risk of card disadvantage as all auras, and that it's not a "may" ability (you can be forced to refresh CIP abilities on your opponent's board).
Just got to say, you've definitely earned distinction as an MTGS hero

If you are supporting blue tempo/aggro with stuff like Invisible Stalker or Flying Man then it might be worth the spot, but it is a creature enchantment so it is inherently weak in that regard.
It's cute enough, and I had fun with this card in its day, but I'd probably rather have Unsummon or Vapor Snag in most cases. No jumping through hopes required.

Topdecking or not, the card is valuable if the following is true:
-- you have a creature that they cannot block or don't want to block
-- they don't have removal for your guy that they can't block, or don't want to spend removal on said card.
In topdeck mode, the prospect that they have instant-speed removal for something they can't block seems pretty questionable.
That said, I doubt Sigil of Sleep is good enough to compete with the more versatile, more powerful cards that constitute most cubes.
I didn't say you were in topdeck mode or that you were in a topdeck war, I said that topdecking a bounce spell is often not that bad, i.e., a random topdeck at a random point in the game.
Interesting card, looks like it could have some neat interactions. My biggest question, however, is what's the deal with the art? Am I missing something here? I know it mentions arrows in the flavor text, but I don't understand that one.

I'm guessing the arrow is enchanted/coated with some kind of sleep-inducing magic/poison.
I think it's a bit too much work to make it effective. If it gave flying and/or returned to your hand after death it would be the blue Rancor. Unfortunately, not every aura can be like Rancor, but that's where the bar is for contenders.
p.s. I also fail to see a sigil. The tattoos on the methathran's face and arm might count, but they seem to be standard on all metathran, since they also appear on Metathran Elite and Metathran Soldier. That said, the artists Greg and Tim Hildebrandt are masters of art. Their soft, putty-like figures were initially off-putting to me, but their use of color is pretty darned good. I consider them some of the best artists in the game, maybe even in the fantasy genre. It's unfortunate that Tim H. died a few years ago, which seems to have put a stop to their work. The last card that appeared with their art was Bridge from Below.

It can occasionally be a ridiculous blow-out, but a lot has to go right for that to work. Most of the time it's just going to be card disadvantage.
