Ramp isn't really something that BR gets to do, and in practice that's all this guy would really do. Mana burn was removed because it wasn't relevant in 99% of magic games. In this case, it's pretty easy to manage your mana wisely so that you never get burned (or at most take 1 damage), so the result is a BR legend that effectively just doubles everyone's mana.
I mean, I guess it's a good suicide outlet, but is it worth given everyone else double mana too?

Whenever an opponent taps a land for mana, that player taps all lands with mana abilities he or she controls for mana.
At the end of each step, if a player has mana left in his or her mana pool, that player loses life equal to that amount of mana.

There's a problem with the second ability; it doesn't work. Steps end when both players pass priority on an empty stack; this is a game action. It's not something that can be responded to, and if an ability somehow triggers during it (I can't think of another ability that does), then it will wait until the next step to go on the stack, at which point the mana is gone.
I dunno, it's been pointed out that mana burn isn't hugely relevant. That's the reason it left the game. But step back for a second, too; Is this all you want off a spell that costs 4 colored mana spread across two colors? And for a 2/4 in colors that are usually much, much more aggressive than that? Right now, this guy doesn't feel legendary except for his name, and that's changeable.
I get what you're going for. I'm just don't think it's too interesting as is.
