This card has seen some play in its time, and even sees some marginal legacy play even to this day. Are the tempo swings it can create good enough for the cube?
It played above average to good in my Commons Cube but I can't imagine playing it in my powered Cube. 2-for-1's are always nice but not at the expense of a land. For 1 mana less you can Into the Roil one permanent (a card I recently added back to my Cube) or pay 1 mana more to draw off Into the Roil. Repeal will also bounce many permanents for around the same cost (and draw you a card). The only time I see myself kicking this card is in the super-late game or if your Cube *really* supports the blue tempo deck. My Cube supports that deck somewhat but I can't imagine wanting to sacrifice a land at any point before the super-late game.
I play it at peasant and I'd say it's one of the better cards in there. There are a great many indtances where hitting two things is well worth losing a land of your choice. The effect is surprisingly strong.
