It seems to be a worse-but-similar maelstrom pulse; easier to splash, though, and can go in other decks (such as mono-white, obviously).
I do think it's pretty good, though, and probably under-played.
I think one of the only cons it has is that it can't be Flashbacked with SCM. But, i think that's pretty huge given that to play control you're probably going to have SCM in the list somewhere.
The only deck (currently) in the format i can see it fitting into is D&T. I really have no idea what that deck does or likes to do so i'll defer to you on whether or not it deserves slots.
You could also do something neat with Sun Titan and this.
What's nice about it is that it hits pretty much everything. What sucks about it is that you have to pay 3 mana, and it can't even be played as an instant.
It owns in standard because plainswalkers are huge threats there. In modern its good and its the go-to permanet removal with any deck with white, exile is a big upgrade from destroy
