This could be decent, but I'm just not sure that there's a home for this card - ramp in this format is Tron decks, and they'd rather have signets so they can fix their limited colors from having to run 12-14 colorless sources (Eye of Ugin counted)
I just can't think of another deck where the acceleration is relevant.
Rating: 1.5/5, because there's just no deck in the format that wants it.

Went to a new shop from a friend's recommendation, DQ'ed for willful violation of CR 100.6b.
It produces colorless mana only. That's a shame, because few decks have a good use for that. Affinity's speed would be hindered, and Tron would rather have artifacts that produce colored mana for their Gifts/Rites and Pyroclasm/Stirrings/Scrying.
Back in the day, aggressive decks sometimes played this and Howling Mine to refill their hands after they ran out of gas. Tezzeret's Gambit finally gives all colors access to card draw, so Mind Stone is pretty useless now. Even Gambit itself is rarely played - why waste slots on draw in an aggro deck, when the Modern card pool is large enough that you can add another threat instead?
Another solid card from the past that sees little play because of the speed of the format. In most cases you either are leaving mana open for counters or dropping a threat/road block turn 2. Mind stone doesnt fit into that game plan too well at the moment.
It's not really a turn two play, it allows you to keep counter mana open turn two and then turn three ramp while still leaving that same counter mana open. Though Signets seem better for that.

Better options are the Talismans, Signets, Sphere of the Suns, Prophetic Prism.

Even Talisman of Impulse, which doesn't draw cards, but just provides R/G mana by itself, is played over Mind Stone.
Color fixing is much more important for Tron than ramping or card draw.
UW Tron utilizes Azorius Signet so that it can cast Gifts Ungiven and flashback Unburial Rites off a full Tron set (7 -> 6UW).
