I think this is a much too overcosted card for modern. Something like Spell Pierce does the job of the second two modes better, and the Fog effect isn't too valuable.
Certainly a niche card for a deck that needs to stall. Given that Moment's Peace (which would have been ideal for ISD :mob:) is not in Modern.
I bet standard wishes they had this card to deal with Bonfire.

I like the utility of the card, but it's very niche like you said. Other cards are better at what this card attempts to do, but I like the versatility.
I am a sucker for charms. I love cards that give you value in more ways than one, like Snapcaster. But I see this card as being way too narrow in Modern and just not getting there. It doesn't particularly do anything relevant enough to be better than other cards. There's not enough aggro to make fog good, and the decks you're going to fog are going to burn you out as well, or just counter the charm. Regenerate is just so weak in this format, I think. We're just always going to wish this was a Path to Exile.

You can't say that bonfire isn't at least a little bit unfair, but regardless, I'd imagine that most of the complaining is really just because it's pricey.
This is a neat card, but I do agree that a card like spell pierce usually will take care of the latter two modes. Of course, in mono white, this might be applicable, but when I'm considering mana tithe over it, it probably doesn't have a whole lot of potential.
