I like him. His ability looks like it could be a real annoyance in a tempo deck or something. He's hard to block and you can keep an opponent off mana elves or something. Maybe he's one for the Peasant cubes, as too many regular cubes' small creatures have good ETB abilities to make him useful, but I hadn't seen the card mentioned yet.
I'm definitely testing him out in my Modern Peasant Cube. I'm not sure if it's better than Plumeveil or Wall of Denial, but he's much more interesting and interactive, which is a plus in my book.
The thing about bounce, is that it's usually only good when you can do it on your own terms. The bounce needs to happen when you want it to happen. The fact that you have to wait for your next combat step, and actually attack with this guy before you get any value seems very sub-par to me.
I don't care at all for this card. A 3/3 for 4 mana with no immediate board impact is not cubeworthy. It is not better then the white or blue 4 drops, so why play it at all?
I don't think I would play this unless I had too little playables somehow.
Even in limited, I don't see many 2 drop flyers/reach creatures getting in the way of this guy - I suppose it clears the ground, but for what? isn't UW generally a skies deck?
pass on cube, plenty of newer U/W cards that are more desirable.

It's a "may" ability, so you don't have to bounce creatures if it'd hurt you.
