To be honest, I don't like that they haven't put out a UR legend that forks, or is in general extremely interesting. NMDG has gorgeous art and is pretty damn efficient at giving you card advantage, but is not that much different from his original iteration flavor-wise, aside from the fact that this version is vastly more "fair". I like the character, and the art is gorgeous, so here we are with Nivvy as the general. If a new UR legend comes out in Sinker that does what I've wanted UR legends to do for so long, he'll likely replace Nivvy.
How does one play this deck?
It's simple. Play a giant, game-winning spell. Copy it 20,000 times. Win the game. Keep your graveyard protected. Continuously Time Walk and Fork your way to victory.
Nuances of the Deck
-In and of itself, the single strongest win condition the deck has is Guttersnipe. If you ever resolve two kicked Rite of Replications targeting it, your opponents may as well surrender.
-If you're holding a large-CMC spell, and have a way to return it to your hand, flinging it at something through Mercurial Chemister isn't the worst idea in the world. Drawing two cards is nice, but remember how high the curve can get in this deck, and how the average toughness of an EDH bomb is 6.
-Your blink effects aren't just useful for the Time Walk lock; you can chain Cyclonic Rift, Evacuation, Wash Out or any counterspell extremely effectively. Deadeye Navigator + any of your Izzet Chronarch effects + Rewind is a stupidly deadly combo, and if you get a Caged Sun on the board you can actually lock your opponents out of the game due to the fact that you're paying 0 mana to counter their spells infinitely.
-If you can help it, try chaining Nucklavee with Surreal Memoir to keep your hand full of counterspells.
For one, I noticed I miscounted; I had 61 spells in the list. Maybe I'm just tired and miscounting now; if so, Mystic Remora will come back, as it's a pet card of mine.
What I found the deck wanted to more often than not was to assemble a Time Walk effect, Conjurer's Closet and a Izzet Chronarch creature to go infinite. While I tend to dislike infinite combos, this one felt fair, as it's easy to disrupt and gives me a clear, linear focus, which I felt the deck lacked.
With Goblin Electromancer and a plethora of artifacts, I feel I can cast Stoic for 2 a lot of the time, making it an overall better counterspell than Psychic Barrier.
Turns out Hypersonic Dragon isn't nearly as useful as I thought it to be. On the other hand, with all the blinking going on in this deck, and sometimes being stuck trying to draw out a lockout combo, I find Mulldrifter to fill the slot exceptionally well. We'll see how it goes.
Basically, the deck needed pairs of blue/red open as often as possible, something that wasn't possible with the Urzatron set in the deck. Not much else to say about this change.
After seeing your list, I made a similar deck. I had a few more Wizards, so I ended up going with Sigil Tracer and a few other wizard matters cards. Its a good cheap way to make extra copies after your ETB creatures have done their thing.
Also, you should really add Trinket Mage. You have 4 things he can grab, and he is a Wizard if you end up going that route.

Hey have you made any recent changes to this? I am in the process of building a deck around Dracogenius similar to yours.
An extra thought: Firemind's Foresight can tutor for ReiterateReset and Lightning Bolt in one card, as long as you have enough mana that is a win condition. Or if Niv is out you win that way too!
