Oh I had had a thread on this in the control sub forum already but probably beter to discuss it here. Basically using the card to get spot answers is highly inefficient. I am waiting to see what the rest of the block brings, hopefully some Golden bullets.
Basically you want it to grab effects you already have in your board vs stuff your deck already wants main. Wheel of sun and moon and Rakdos charm are beter yard hate targets than Militant. Verdict is a good one as wrath is already a sideboard card in modern. I like Sigarda Vs jund. Sphinx's revelation would also be insane if you are late in the game. Affinity you say? Fracturing Gust!
This card is bad until a combo comes along that will break it.
There is a reason control decks in legacy don't play burning or cunning wish. It just adds 2-3 mana to any answer you would want to play, and you're better off just playing more answers or finishers. In combo, it's different since you want the consistency of finding said combo every game, but there are no combos glittering wish enables at this point, so it's largely useless.

You can fetch Kitchen Finks or Murderous Redcap with Glittering Wish if you wanna combo out with Melira. Being able to grab stuff like Gaddock Teeg can be nice too if you expect Scapeshift or something similar to be played the following turn.
I'm going to compare this card to Burning Wish, since it's doing much the same thing.
The idea of these cards are to run the threats in the SB and then fish for them. Instead of having to actually find the threat, you just find this. Why is this better? It allows you to have more versatile threats. It also allows you to better combat decks, when you have options from the board. And of course, when decks are very situational in what they need, this card is perfect.
Storm is a good deck for this, because the tutor they need is situational. Sometimes they want Ill-Gotten Gains, sometimes they want Infernal Tutor, sometimes Past in Flames is good, and they always need to grab the Tendrils. Omniscience Combo is also a good deck for this, since you can now have effectively 7 copies of Show and Tell in the deck. You can also choose how to win now, since you can Burning Wish for Living Wish into Emrakul/Griselbrand, or just grab Petals which finds Burning Wish which finds Grapeshot.
The idea of those decks are hard to encapsulate in smaller formats. There aren't any multicoloured permanents I can think of that specifically win the game when you cast them. It could be useful to get something like Slaughter Games, but the average time, it's costing more mana than you want (it has an apparent overheard for the card you want to cast), and doesn't particularly get a hell of a lot. The deck also has a terrible manabase to support this stuff.

Not a permanent, but Coalition Victory wins on the spot if you fulfill the conditions. Of course, you'd probably have to run it in some super-janky Fist of Suns/Prismatic Omen combo deck to fulfill the conditions, and at that point I think you're better off casting Eldrazi for WUBRG.
