Boo, rotated cards.

The art isn't bad, but the old art is way better (even if I don't like it).

It could be because standard isn't the only format.

It's not even the only format for FNM. Something like Gitaxian Probe is useable in lots of decks. I've never seen something like Squadron Hawk in any deck outside of standard or as a 23rd in sealed. (including casual formats)

This is pretty awesome, IMO. Great card in Modern and Legacy storm combo, and in Pauper storm combo if you are one of the (lucky) few who play pauper in paper.

I'm not surprised to see a card like this as the promo next month. After all, starting next year, Modern is officially sanctioned for FNM. Why not celebrate with a card that all Delver players love?

The original art is better -- even psychologically. With that giant eye staring back at me and then having to reveal my hand, I always feel violated and a little ticked off when someone probes me

I'm not really sure which artwork I like better, but I'm sure about another thing: This is an absolutely great choice. Though I mainly play casual, I run this card in multiple decks. I don't care about Standard and I like that WotC chose a card that is relevant in "bigger" formats again.
