So yeah, it's basically "affinity for attacking or blocking creatures." But we're not gonna call it that.
It only appears on instants (at least in the first set.)
Sorry for the weird card names - I'm still sifting through old Japanese poetry looking for inspiration. They can all be changed if something better comes along.
Close the Stone Gates and Cast Nets to the Sea are both undercosted by about :1mana:. Tactics as a mechanic is pretty neat! As a limited player first and foremost, I looove combat tricks, and Tactics makes for an excellent mechanic in such a block. The names feel like Kamigawa, at least to me, so your sifting is worthwhile so far. I'd like to see some of the higher rarity cards with Tactics, but understand if you're more focused on fleshing out other aspects of the set.
I very much wanted to enshrine the almighty combat trick with its own keyword.
And, I accept your critique on Gates and Nets. I was pretty sure Nets was undercosted anyway, so I'm glad you confirmed that for me. And I see what you're saying about Gates. I have modified the mana costs in the OP to reflect both changes.
I like the idea of tactics, but it doesn't feel right in all colors. In red and white, its a perfect fit. They like to attack. And it feels too narrow for a full block mechanic. Think of it like Battle Cry. It worked well for in limited context. Red and white like to attack and white likes its combat tricks. Plus the flavor is there in both red and white. Work with the colors that want to attack. Black and Blue especially aren't about attacking.
