It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
I would love for this to be printed! At uncommon/rare, but !!!

There's nothing wrong with the card itself, but... do we really need to push more abilities into white? White already gets everything under the sun, often with the restriction of only working on things that are in combat. White can destroy, exile, damage and tuck creatures in combat — even if this bleed would be fine (for the same reason as those other things are okay), it seems really, really unnecessary.
White is well-established as a secondarybouncecolor. This isn't adding anything to white's pie that it doesn't already have. It's just putting two white effects together in a way that they haven't been put together before.
These are the two undeniably white (and requiring other color) categories that I'm merging, here.
I am not arguing that white typically gets to bounce its opponent's stuff. That's the whole crux of the innovation, here. How do you do this and remain monowhite?
Well that's the thing. You could do this (but not because white gets bounce; white gets self-bounce), but why? Does white really need more combat mechanics? (Answer: No.)
Just to be extra clear...
This is misleading. White does not get bounce. White gets self-bounce.
But it's not a new white combat mechanic, it's just the same old "white does things to attacking or blocking creatures" effect but with bounce instead of kill.
As for whether or not the bounce is in-color for white, I think it's okay because it remains a defensive effect. (And especially since there's no longer stacked damage.)

Death Vish | High on Crackblade | Ooze the Boss | Long Live the King | Fomori Face Fister
Brunal Legend | Hazezon First | Cirrhosis of the Sliver | Animar Planet | The Joy of Pain-ting
I think I'd like this a LOT better if it simply removed the creature from combat. Then it could probably get away with costing WW and be good flavorful fun.
As movexig has pointed out, the last thing White needs is more new capabilities for outright removal.

"My will is my own. I won't bow to fate." - Volrath, Null Profusion
Plot of Dragon's Maze:
Niv-Mizzet plays Realmwright, chooses "Gate". Then a dramatic retelling of the ensuing argument.
In the interests of playing into the "combat" and "wisdom" themes while not wrecking the color pie, maybe this?
Myobu's AsylumW Instant
Return target attacking or blocking creature you control to its owner's hand.
Draw a card.
This still lets you blunt an opponent's combat trick, save a chump blocker, reuse an ETB ability, give a creature pseudo-vigilance, get +1 wisdom, or just cycle it (after damage is dealt) when you have nothing better to play. What it doesn't do is let you bounce an opposing fatty the turn after they tap out for it giving you a ridiculous tempo swing like Excommunicate.

This.
Also, this card should be uncommon regardless of what it ends up costing IMO. (If it's the remove-from-combat version, it could be common.)
Also, movexig is right, white gets self bounce only, there's no monowhite card that's ever bounced other people's stuff (as far as my quick search could turn up).
Now, white does get effects like Banishment Decree, though that makes the card substantially more powerful.

3W, common.
1WW, common.
2W, uncommon.
Which of those three cost / rarity combinations looks the best?
Also, here are a few versions of a possible companion piece. I can't quite comprehend if they're good or awful:
Myobu's GraspWInstant [C]
Return target attacking or blocking creature to its owner's hand.
Instant [C]
Choose one or both — Return target attacking creature to its owner’s hand; and/or return target blocking creature to its owner’s hand.
Myobu's Asylum2WInstant [C]
Return target attacking or blocking creature to its owner's hand.
Draw a card.
