White doesn't need this exact ability. With first strike, protection, and conditionless damage-prevention available to white, this would get lost in the mix. Which is a shame, because it's a great ability.
Now, I do think that it secondarily goes to white, but the justification has to be there - why it couldn't be done with first strike, protection, etc.
Blue has a notorious lack of combat abilities. It has flying, but flying isn't really blue's signature thing anymore. It could use something like this to call its own. As for sticking it in the defender ghetto, I don't think that's the right way to go. Some of the best interactions my homebrew group had with this effect came from taking the shields down and swinging in with it. And it never feels too aggressive for blue.
this ability clearly could be in either white or blue. you can argue that it should be more in one or the other, but you won't be able to argue that its wrong to put it in the other one.
white and blue both already have a crapload of stuff in their color pie. if we were in a position to move things around, i would advocate it going into green.
edit: i didn't notice the different ability on the rare, that one is hard to argue should be in blue.
Blue cards only ever prevent damage to themselves (Fog Bank, Guard Gomazoa, etc.), whereas white can prevent damage to other things. Yeah, if you look way back into magic's history you can find a few blue cards that prevent damage to other things, but making distinctions like this is important to keeping the colors unique. (For example, blue gets looting and red gets reverse looting. These effects are pretty similar, but the distinction helps give each color more identity).

However, because that's cumbersome, I will simply refer you to the original printed wording of Privileged Position and maybe you'll see my long-term play.
Streaming-Paper Kami seems like a profoundly unfun card to play against. If the opponent isn't playing black or red, and you can't profitably attack either, how is the game supposed to end by combat damage instead of milling?
I'd accept "other creatures", in the vein of Vigor, because it's at least one other way to get the Kami off the table.
I don't think the second version of steaming-paper kami is blue either. How about this; blue gets to prevent damage in a purely defensive way. Guard Gomazoa and Fog Bank are both purely defensive creatures. Streaming-Paper kami gives this ability to anything.
For instance, if this gave creatures you control defender, or -X/-0, then it would make sense in blue to me.

If I'm reading it right, the ultimate rule breaker here is Dolmen Gate, which together with Guard Gomazoa is enough to establish a precedent for the mechanic in small quantities.

I'm really going for a big, dumb Timmy rare in Streaming-Paper Kami. Something where Timmy goes, "OMG, my creatures CAN'T DIE!!!" (overlooking the obvious) rather than something that has X or Y effect on the Constructed metagame. To that end, I'm entirely happy costing this Kami into the stratosphere so that it's entirely a non-factor in Competitive games. My original price point was actually:

It's totally fine as a 5/5 flyer for 8 mana. Even at 7 mana this might be acceptable; Avacyn, after all, gives a much better ability than this at 8 mana.

I also realize that Spearbender would probably be the best combat-focused blue 1-drop ever, and I'm cool with that.
