After tweaking around with many UR ideas, I think I've decided on what to play in these color combinations. It's proven to be very strong, with a very consistent turn 4 kill.
Mizzium Mortars is the only one-sided card i can think of here for board clearing, but it costs a great deal if you overload it. Cyclonic Rift is the same, but less color intensive. Blustersquall could help you by buying a turn, as well as Sleep.
You say tempo deck, but then say it can win on turn 4. Are you playing it like an aggro deck? Your land count is rather low for a tempo deck, as it can cut out suggestions like my first two altogether, which would probably be just fine as a 2 of in a tempo build otherwise. You may need to figure out your strategy and stick with it better. Guttersnipe could could fit in as it can make all your spells spell doom for your opponent. If you stay on the cheap and face decks full of */1 creatures, Electrickery could be your go to card. Thought Scour could be replaced with Gitaxian Probe. The possibility of knowing what is coming, a free spell, and a cantrip for U or 2 life is a huge boost to help keep you in the game. You also already have ponder and preordain.

Should I keep the Wraths?
What can I do to sideboard against swarm-based aggro decks? I've tried Pyroclasm and Volcanic Fallout, but they hurt me as much as the other deck.

For creatures I think guttersnipe would be good. Goblin Electromacer might not be bad either.
Board wipes Bonfire of the Dammed could be a option, Electrickery does take care of those 1/1's. Street spasum all so could work.
