I don't think it does belong in the cube. That said, Boros drops like a rock in quality after the top 4 cards, so larger cubes experiment with a ton of different fringe choices. This is one of them. After Gatecrash, I doubt you'll see too many more Firemane Angels around.

Maybe if there is something that is much better. I would expect Gatecrash to have some gold cards that would be really good for R/W. I have a budget cube and I run Firemane Angel. I already have Lightning Helix and Soltari Guerrillas. I remember when Ravnica came out and Firemane Angel was a good card in drafts. Firemane Angel was always a card that can be a little annoying especially with the lifegain ability. I play him because I like feel like each color combination should have sort of midrange card or high cost creature. Something that can have an impact on the game.

I don't think each section does. But even if that's the case, Gisela, Blade of Goldnight makes this card look laughably bad by comparison.
Firemane Angel is a card that is really built specifically for URW midrangey control. It's not a card that slots in everywhere, but if you have a couple signets and some card draw, it comes down reasonably early or gets pitched to your yard (typically via draw spell) where it provides marginal gains that make life a little rougher for aggro as you stabilize and then eventually reanimate it (via its own ability).
It's a card I'm happy to run, and it's been good for us, but my cube's special considerations are probably very much in play here. It's a card I think you need to try for yourself, but I would not expect most tight lists to be able to afford a slot for it.

Wtwlf is right that Boros drops off a cliff. I run 7 of each guild in my Cube and for a while this card was in there but as bad as Boros 3-7 might be, they're still better than Firemane Angel. Unlike this card, Basandra has actually been maindecked once! (Oh please save us Gatecrash).

(but yeah, way too slow and clunky/low impact for the cost. Lifegain is pretty minimal, although it does give some value once it dies.
