This is why I started playing magic in the first place. It wasn't PT aspirations just making noobs cry by doing things that are perfectly fair.
Memnarch is a bit mana-heavy for what I'm trying to do in Talrand.
Tidespout Tyrant will probably get a spot for sure, since I tend to be casting plenty of spells.
Inkwell is solid, probably better then Sphinx in this deck, but I'm questioning how many french vanilla fatties I need to close out the game. I like Stormtide Leviathan, Tidespout and Jin-Gitaxias because they do some crazy **** that can ruin someone's game if they come down turn 5, 4, 3.
Edit: Yes, yes, Eldrazi. They just kind of bore me. I'm having more fun trying to be more blue than colorless.
I'm also wondering if anyone with Polymorph experience has any advice on how many to run? Right now I have five creatures, including Talrand, but I'm wary of drawing an Ulamog or Tidespout Tyrant too early and never being able to do anything with it.

I've been considering the Mass Polymorph, but I have the same question - what's the amount of creatures in the deck to make it worthwhile without pushing my luck with getting stuck with a ****ty hand? I would like to add both Ulamog and either Kozilek or Inkwell, and I would think a Mass Polymorph hitting 2-6 of Sphinx, Ulamog, Kozilek, Tidespout, Stormtide, and Inkwell would pretty much be GG. My only issue with Mass Polymorph is that I lose Talrand and any Drakes over the amount of beef I have in my deck; Polymorph / Poly on a Stick both target, and getting Proteus Staff out is a sub-goal of the deck since I can use it a time or two before most people see how busted it is, haha.

I like Guile, and I have 12 counterspells, which I thought was a bit low for Guile. (I technically have a few more counters, but they already take control of the spells - although, if I hit a Desertion with Guile in play, it'll give me the original and I get a free copy, yes? That seems bonkers.)

Quicksilver Amulet could help mitigate the problem of having too many fatties in hand. I like janky solutions so I would probably try something stupid like The Unspeakable + Ideas Unbound to dig and discard. By the time that engine was going though you probably aren't worried about your ****ty hand anymore... Still something to consider, it's a powerful interaction
Edit: On further reflection, Amulet probably isn't a great inclusion since you won't have a ton of fatties in your deck.
Sphinx of Uthuun. Refill that hand with more spells for Talrand shenanigans.
I'd rather play Consecrated Sphinx. I'd rather try for 2-4+ card draw than giving my opponent any kind of control, and ending up with 2 or 3 spells in hand and 2 or 3 in the yard.

This. I'd rather risk having a fatty that takes a while to cast than risk having an Amulet with nothing to do with it.

I would think 5-6 targets would be plenty. You should be running cards like Brainstorm, Jace TMS, and Scroll Rack to make sure that they stay in your deck and not in your hand (plus those cards are great at making sure your hand is full of gas to fuel Talrand).
And I didn't mention the Eldrazi earlier because you don't get the benefit of the 'Draw 4' or 'Destroy target permanent' unless you cast them, but perhaps Annihilator 4 and the reshuffle effect is good enough to run at leat one of them.
I really like the brutal effectiveness of Tidespout Tyrant bouncing everything to a player's hand and Jin-Gitaxis making them discard them soon after. That in and of itself is a solid win-condition and should probably be the basis for your Polymorph/Proteus Staff combo.
So with that said, Consecrated Sphinx, Tidespout Tyrant, Jin-Gitaxis, Stormtide Leviathan, Blightsteel Colossus, and one of the Eldrazi should be a good place to start.

I don't run Scroll Rack, but I do run Top, JTMS and Brainstorm. Scroll Rack does seem better than Top in this deck. (In many decks, heh.) I only want to run one, I don't like having too many fiddly effects going off constantly.

This is what my list has become after the discussion in this thread, too. Seems like a great setup.
