Bribery could be the other Judge foil in the set. Remember, Noble Hierarch and Karakas came out around the same time. Wouldn't be surprised if Bribery was paired with Imperial Recruiter.

It's common that the pair consists of one card for Commander and one card for Eternal.

Bribery is the only non-modern frame card in one of my EDH's.. now I must have it..
