I believe WoTC's new policy is to make sure that every color can enjoy the exciting gameplay mechanic of making undercosted dudes and then turning them sideways. Clearly the future of magic.

It was always good here before as a slightly cheaper but significantly more restrictive Icy. I don't know at what size I would reconsider it were I to expand back again to my previous cube size. Maybe the 500-700 range. I would auto-play it in a white control deck at any cube size, so it's not a bad inclusion at any size, but there are a lot of strong white 3 drops in contention.
The card plays well in control decks but I'm less of a fan of Scepter than I am of Ring of Gix and Icy because it's white heavy and cannot tap down creatures with Sword of War and Peace or Sword of Light and Shadow.
I don't think it makes the cut in 540 or less cubes because Icy and Gix are superior.
I really loved playing with this card while it was in Standard, and I had it in my cube for a long while as a tool that both control and aggro decks could use.
Unfortunately it's just very mana-intensive, so it's gotten cut in favor of more universally-powerful white creatures/spells. I could see trying it out again at 720. Also keep in mind, though, that it performs a lot like a 4-mana spell when you have the right mana and it might take a lot of cards in your cube before it can compare favorably to the majority of other 3- and 4-mana spells on average.
