Functional Reprints: Sure. Proxies: Yes. Having only been introduced to Magic in the last 5 years, I do not have the ABU duals and some fetches. I was initially opposed to proxying. I grew less stubborn when I realized it was essential for a good draft format. I use my own custom foil proxies. Fancy: As best as I can do. I am in the process of trying foil/alter out every card. Powered: No. Portal: Yes. Un- Cards: No. Banned Cards for Power-Level:Sol Ring and Mana Crypt (any reusable fast mana without drawback). Even though I am well aware of how the likelihood of games starting with Sol Ring/Mana Crypt in the opening hand and producing a degenerate effect on turn 2 is small, I want skill intensive games.

I place cards based on functionality. For example, I do not support green aggro so I find it disingenuous to have Dryad Militant or Boggart Ram-Gang in a respective guild. They are classified for whatever purpose suits them best. It comes down to whatever makes for the best drafting experience.
Alright I finally made it over here! Your cube list looks quite tight already but I have some suggestions based on my own experiences with cards in my cube.

I don't like Crusade or Honor of the Pure. Too often these cards aren't great even if you are pushing white weenie. You will probably be better served with 1+ more weenie beaters like Stormfront Pegasus. You could also look at one of the utility white lands like Kjeldoran Outpost or Kor Haven which are nice for control.
I also think Disenchant may be better than Seal of Cleansing but this is a matter of preference.
Slith Firewalker, Volcanic Hammer and Flame Javelin are all nice but expendable cards whereas the 4 I mentioned before give red decks a much more important identity. See the SCD thread on Gargadon to read all the points on why he is an absolute cube stunner.

I understand if you don't want to support green aggro with cards like Jungle Lion or Pouncing Haguar, but Experiment One and River Boa are both excellent and can fit in even without a true stompy theme. Cards to keep the big ramp theme going are Yavimaya Elder, Primal Command, and Krosan Tusker (which doubles as a reanimatable fattie in GB rock style decks.
are all cards which could be in at this size. Maybe you can trim down the guilds by 1, or some of the coloured sections to fit these in. If you don't like fast mana then I understand not wanting the Sol Ring or Mana Crypt.

You're missing what I think are some pretty excellent blue creatures: Kira, Great Glass-Spinner and Sea Gate Oracle. I don't know if you've capped out on finishers, but I like Sphinx of Jwar Isle more than Keiga the Tide Star and even recently more than Consecrated Sphinx. I'm not sure how good Tolarian Academy is in your list, but it and Tezzeret the Seeker just weren't good enough without power.
Time Spiral and Capsize are also not here... I love these cards and they definitely can fit in blue sections at this size.

I like Dauthi Horror as a 1B beater that can be played in many decks and is an evasive beast. You could swap it for Phyrexian Rager which was a card I didn't like much even at 720.
Desecration Demon tried and failed here - Graveborn Muse, Sewer Nemesis, Kokusho, the Evening Star or Ob Nixilis the Fallen.
Sinkhole is a sweet card, much sweeter than the redundant Life//Death or Despise.
Also Volrath's Stronghold is a stone cold staple.

I've been less impressed with cards like Avenger of Zendikar and Genesis Wave at this size. Craterhoof Behemoth is a card I want to try out for myself. Cards like Avacyn's Pilgrim or Noxious Revival I don't particularly like, but others do so they may fit well in your list.

Azorius Chancery has been better than Seachrome Coast recently in the UW decks we play. Same goes for Dimir Aqueduct over Darkslick Shores, Izzet Boilerworks over Cascade Bluffs and Simic Growth Chamber over Flooded Grove.
Battlefield Forge is better than both Clifftop Retreat and especially Rugged Prairie in most WR decks. As well, signets are much better in blue based decks, and maybe you can help boros out by swapping Boros Signet for another sweet card like Boros Reckoner or Aurelia's Fury.
I assume the Wooded Foothills in the golgari section is Woodland Cemetery. Llanowar Wastes is better than Twilight Mire
Gruul needs more cowbell!... I mean Kird Ape. Rootbound Crag > Fire-Lit Thicket and Gruul Signet
Caves of Koilos > Fetid Heath. You could also swap the signet for a finisher like Angel of Despair or Desolation Angel, or another utility card like Gerrard's Verdict or Unburial Rites
I like Blightning over Rakdos Shred-Freak recently. Also Lavaclaw Reaches is much better than the signet and Graven Cairns.
Sunpetal Grove or Razorverge Thicket are better than Wooded Bastion. Can swap the signet for Loam Lion, Loxodon Hierarch or a finisher like Sigarda, Host of Herons or Armada Wurm.

Lands to get access to many colours of mana like Grand Coliseum, Terramorphic Expanse, and Evolving Wilds are invaluable in cubes. I would look to squeeze these in.
Speaking of Squee(ze)... I think you can classify Squee, Goblin Nabob as a red card, as he is sometimes cartable (though not often).
