This is a deck that i was thinking about making, but I want suggestions on how to improve it before spending money on some of the cards. I will probably work out a sideboard later.
Cut Talrand, he doesn't fit. -> too low impact for a deck that spends the first 6 turns stalling.
Cut two Homing Lightning. -> cost a lot of mana and duplicates of the same creature aren't commmon enough to be wroth it particularly late on in the game.
Cut one Izzet Charm. -> low impact and need space.
Add two more think Twice. -> all round value.
Add two more Nephalia Drownyard. -> you don't ahve enough lands and these are a great way of winning.

just one more nephalia drownyard in my opinion, and don't cut the izzet charm
I am a Lone Revenant fan...since you have so few creatures opponents always have the kill spell for your creatures... lone revenant is impossible to deal with for a lot of decks and blanks removal.
As for cutting or not cutting Izzet charm... I have just the 1 I used to have more... I also only have the 1 dimir charm but I am working out how to rearrange the deck to fit in more.... the thing with control decks it really depends on what you are playing against.
Izzet charm is an anti tempo card, but the semi negate is sometimes useful to stop an early plainswalker or people tapping out for X spells (that trick only works once) Dimir Charm is just good against Jund decks stops duress and rackdos return.. I'd kind of think they might be good in the sideboard... although I do enjoy deliberately mana screw or flooding opponents.
Your version is UB splash R while my version is UR splash black. I think on a more budget mana base you really have to pay attention to double colour requirements and try to keep them to a minimum. my deck definitely can't can't Nighthawk turn three for example.
devour flesh or ult price is realy just your pick. i like the flesh thou couse if i realy have to i can sac my own creature to get me out of burn range vs agro.thinling about taken the soul ransom out of board i realy never side them in.i found curse realy does not do much right now, aleast in my area not alot of tokens runnning around.
To further improve the deck, I think I will try to trade for some more shocklands to replace some of the guildgates because the guildgates really slow this deck down sometimes. Also I'm thinking about completely remove the Augur of Bolas because even though it looks like a good card I always seem to end up revealing cards that could have won me the game such as Niv Mizzet. Also I'm not sure which card I like better between Magmaquake and Rolling Temblor.
I've been testing this a lot with some of the dual lands I had laying around. I also added some jaces and changed the removal package a little (I know it's not budget, but it doesn't change much). The only things it really can't deal with are predator oozes (would have placed first in the past 2 FNMs) and token spamming.
yep those two dragon wizards are my main win cons with Lone revenant until aetherling drops in price.
Evil twin.. I have two in my sideboard for killing Sigarda. I side them in against G/W/X mid range anyway.
Try to counter it if you can.
Also Blasphemous Act works to but I only have the 1.
As for changes after Dragons maze.
I am thinking of replacing my spearing spears with Turn//Burn but it seems really risky. spears are great against Hellriders and Olivia's and can kill one side of thrags if I have to.
And Far//away will replace my Barter in blood since it does the same thing pretty much... If I like it I might add another (replacing Dimir charm)
If you want to go deep then Master of cruelties stops all that I gain a million from thragtusk decks from being a problem. I am keeping any Ral Zrak's I might open...he is better than Chandra that I am using atm. both are too expensive atm.
I'm praying for master of cruelties to drop in price to bulk rare status. Totally want to build a Rogue's Passage build with him.
I'm currently unsure whether aetherling will drop in price or not. On the one hand hes too big to cost $$$ without providing pseudohaste, but on the other hand if he resolves he will singlehandedly dodge all removal.

Have you considered Magmaquake or blasphemous Act as more boardwipes??

Sever the bloodline has been great for me.. it deal with hard to deal with creatures such as Grelafs messanger, Boros reckoner and Falkenrath aristocrat (if It hasn't killed you)

But I am really starting to think I should be using barter in blood its just hard on my mana base. Perhaps I'll replace my Curse of deathhold with barter in blood

To further improve the deck, I think I will try to trade for some more shocklands to replace some of the guildgates because the guildgates really slow this deck down sometimes. As long as you aren't getting over run in the early game Augur is a very good blocker it isn't just that he gets cards for you.
Dragonskull summit and drowned catacombs are probably more important than shocklands.
sulfur falls is too expensive so I am still using the izzet guildgates.

1 sever the bloodline is main worthy.... it kills Falkenrath aristocrat, grelafs messanger and the like nice and cleanly.
I am running 2 but my pillar of flames are in my sideboard and not the main. I side it for the pillars against most aggro.
It is really nice to get a random 2 for 1 when they play two of the same creature.

I have slaughter games naming oblivion ring before
and countering them... with things like izzet charm, negate, counterflux, dissapate, syncopate etc.
you can take out one of your other spot removal spells, sever is two removal spells since it has flashback.

I feel we have excellent grind/ card draw potential especially with the new Turn//Burn and Far//Away.
At the top of the curve they're all semi budget:
Niv Mizzet, Nicol Bolas, Aetherling (if he drops in price a bit)
Anything else non-innistrad I should look into?
How do we deal with a resolved Sigarda, Host of Herons? Clone and Evil Twin are the best one's I've thought of.
