PRO: In cube with a number of dual lands that have two basic land types it goes off twice for them. Promotes multicolor decks.
CON: This card doesn't protect your Planeswalkers during combat (but it does keep the weenie decks at bay).
Is there a similar but functionally better card I can slot here? My cube is all-foil so even though we should talk about all alternatives, I need one that has been printed as a foil
Yeah, YOU want to have a bunch of off color duals in your deck to make it very difficult to be attacked. I run it at 540 and like it. It's like a fairer Moat and one of the few cards left in my cube that promotes 5 color control.
This can be a really frusterating card to play against if you have to pay 3+ mana to swing with a creature. Especially if you have Icy effects, a Maze of Ith, Waterfront Bouncer, Opposition or tokens for chump blocking. Super frustrating. But ultimately, outside of the perfect setup, they have no problem paying 2-3 mana to swing at you with their Sword-wielding Soltari, and it ended up riding the boards. It was cut for a more universally applicable defensive spell (like Tamiyo or another bounce spell) because it saw play in twice the number of decks.

We never cubed this particular card, but we did start out with Propaganda and Ghostly Prison and this ^^ was exactly how they fared in our cube too. They're narrow and not even very good in the decks that want them. They might be better in multiplayer cubes though.
In my experience these effects can be very good in multiplayer as they tend to divert attacks elsewhere, and they are a defence that survives Wrath effects. Often, however, multiplayer games are decided by big creatures rather than weenie swarms, and this card does little in this situation.

How does this punish them? They'd take this card and punish everybody else. Are you reading it correctly?

Propaganda is a great card suggestion. I'd swap for it but It predates foil cards.

I think this type of card can be good in conjunction with other "taxing" effects. If you have formerly mentioned Ghostly Prison, Propaganda and Aura of Silence, Grand Arbiter Augustin IV, Windborn Muse, Pendrell Mists, then the effects really add up making them pretty effective.
I might be biased since I have a pretty heavy token theme in green and white though.
