The standard procedure to deal with type of situation is to evacuate a minimum of 3 kilometer radius. You cannot fight this.
Just read the news on it. There is no conclusion on the explosion. Typically nothing official will be given until its inspected by the Fire Marshal. Based on the size of the explosion they will be bringing in someone from the state.
The news reports "anhydrous ammonia" as one of the fertilizer ingredients at that plant.
I was shocked to read that they had Firefighters on site battling the fire. That is a fight you cannot win. Extremely shocked that someone made the judgement call to send the boys in.
News reports 15 killed, 160 injured, destroyed 60 to 80 houses and dozens of other buildings. Firefighters missing.
Awesome as it shows the explosion, I would rather see that in the movie. I feel bad about the Middle School and the Old Folks home near there. 72+km radius can hear the explosion.
This is what happens in manufacturing, I just hope it doesn't turn off people to the "manufacturing renaissance" that's supposed to occur with LNG like it did with nuclear with the Japanese.

Its also a case of which one comes first. Over here in the UK we had an oil depot blow up back in 2005.
When the thing was was first built in 1968 there was sufficient distance between it and the houses, but over the years we have built more houses and they have gradually got closer and closer to the site. When in did go up quite a lot of them suffered structural damage.

Also, a twisted coincidence. Joe Berti was at ground zero at the Boston Marathon and was driving on a highway near Waco for work back home in Texas when the fertilizer plant exploded not far from him. Insane to be so close to such huge events in one week and survive both unscathed.

This isn't really true. Zoning laws are done by county and city in Texas - not by State regulation. Cities like Austin and Dallas have massive zoning laws while the megacity Houston does not have very many zoning laws.
The city is also very small. West, Texas only had a population of 2,807 in the 2010 census. Zoning goes to hell in small towns

GLJ: To me that would be next to no zoning law. All the northeast is state based zoning from what I've seen (and worked around with staffing new groceries for my company)
