for a 3/3 with no drawback is pretty standard. But this card does have a drawback. If it were "opponent" instead of "player" I could see it being or even :6mana:, but that ability definitely needs to be built around in order for the user to benefit from it, making or even perfect for a colorless card.
Also I don't understand all the suggestions for blue mana. As something that completely shuts down counterspells after resolution, this card feels very anti-blue if anything, a sideboard card against control even. That in turn is a point against black and white as they only gain access to anti-ally cards in very rare cases. Any colored cost for this card should probably make it at least a little bit harder to cast when including those colors, not restrict it to them, least of all blue. Just because the only similar effect on a card out there is Delay doesn't mean that's the color it belongs in in every scenario. Mechanics aside, from a purely flavor perspective this card does seem very white, as forcing things to wait in line or adhere to a measured timing restriction is exactly the kind of order white likes. Adding in red's hatred of blue and affinity for time counter manipulation, I feel like if this card were going to be colored it should be some combination of white, green, or red.
But it really did kind of seem like the whole point of this card design so far was for it to be colorless, so I agree with the previous sentiments that it should remain that way. My suggestion is :3mana:, as anything higher will likely be too late for what is clearly a tailor-made sideboard card vs control, and the efficient 3/3 body is decent compensation for its potential backlash on the user. Blue shouldn't really have access to a 3/3 for :3mana:, but anyone willing to put this card in a blue deck deserves a little bang (power) for their buck (mana).

It's symmetrical in the way that Liliana of the Veil's +1 is symmetrical. It's not really much of a drawback to a deck that's slotting him. I could see 4, maybe. 3 seems far too low.
