Giant Rubber Band Launcher does resemble a favorite old-school enchantment - No Mercy. This is actually plausible, in my mind - if not in an expert expansion per se then in a supplemental EDH-only product.
Property Damage looks potentially nasty, but the fact that you have to choose between dealing combat damage and the destroy-nonland-permanent ability Floral Spuzzem-style (at least you get to choose and not a sinister Spuzzem consciousness!) balances it at least a bit.
I really like both of these. For a moment I misread the first as granting haste as well, but quite glad it doesn't so that it allows for combat choices.

Custom Card / Set Reviewer
When reviewing custom cards / sets, I look for (a) flavour, (b) function, and (c) cohesiveness, generally through a risk focus.
The Launcher is decidedly old-school, intended for an era before the ETB set heisted the joint.
As for the latter card, a couple things: I know 'property' encompasses more than just real estate, but it come off altogether strange that a card with such a name can't hit lands. Also, the way you've templated it is equally curious; though unlikely due to the colors, a double-striker could destroy two nonland permanents with one go. The more precise wording, especially at such an aggressive cost, would be:
Whenever a creature you control attacks a player and isn't blocked, you may destroy target nonland permanent with converted mana cost less than or equal to that creature's power. If you do, that creature assigns no combat damage this combat.

The names are intentionally jokey. I have "real" names for them but they'd be distracting. I want to build them as solid, old-timey, board-altering enchantments without worrying about flavor baggage right now.
Also, the way you've templated it is equally curious; though unlikely due to the colors, a double-striker could destroy two nonland permanents with one go. The more precise wording, especially at such an aggressive cost, would be:
"Attacks and isn't blocked" is really old school! I'm not so concerned about double strikers. If you want to go 3-4 colors to get that functionality, that seems alright to me.
If you think the cost is a bit aggressive, what would be more fair?
