The Skybreen is on Kaldheim. How'd the Dryad get to Dominaria? Otherwise that one is okay too.
Rites of Winter... is disconcerting. A ritual for any color? I can sort of see it based on that restriction, but... I might bump it down to sorcery speed.
Why full-art? They're just snowy guys. Not especially special as the Eldrazi were.

I can answer for him since these are objective rules questions.
1) Snow mana is currently "mana produced by a snow permanent" since there are presently no snow instants or sorceries. This would probably be amended to "mana produced by a snow source" since making snow mana is Rites of Winter's whole point.
2) Only five snow lands are basic: Snow-Covered Plains/Island/Swamp/Mountain/Forest.

I would be changing the comp rules entry on snow to allow for nonpermanent snow mana generators. So, under that event, yes, Rites of Winter would generate snow mana. That's the idea.
In keeping with the set's "snow vs. multicolor" theme, all of the snow stuff is going to be encouraging you to pick a monocolor overlay to your snow deck and run with it. So, I don't want any multicolor snow mana generators, basically.
Boreal Yeti probably ought to be stronger than what a color normally gets as a "baseline" for 3C, assuming that booster packs for limited will be doing the same thing as Coldsnap and having one snow-covered basic per pack you have to draft for your deck (if not, ignore this comment). If that is the case, the card would actually be a pain to cast, since you'd only realistically end up with only a handful of snow lands in your deck to generate the snow mana. This is one reason why all snow-mana costs in Coldsnap were activated abilities, so you could at least make use of the creature's baseline body even if you don't draw into your snow mana sources.
I'm not sure what you mean about Kaldheim being part of the Shard? That's fine, but it's not like that would allow travel to and from that plane and Dominaria. If the set takes place across multiple planes, then sure.

Kaldheim was a pocket plane that was surgically removed and quarantined from Dominaria - both physically and temporally - deep in the plane's prehistory. The whys and wherefores will be addressed in later sets in the block.
The Mending caused Kaldheim to be physically reintroduced to Dominaria's vast northern continent. As the northern continent is almost entirely uncharted, this event was almost entirely unnoticed by the rest of Dominaria. However, since the Mending, the Kaldarjar have recruited new members.
Also, the names "Keld" and "Kjeldor" are linguistic corruptions of "Kaldarjar." Though likely, not even the founders of those nations were old enough to remember the Kaldarjar from whom they originally descended.
@void_nothing: Snow mana did not originate on Terisiare. Terisiare is just a convenient first target for the propagation of snow mana, due to its geographic location.
