I won't lie to you, this deck is probably not that great. But Its a blast to play and EDH is about fun. It wins, it loses, it deals damage and does crap! And to mix things up there is a variety of ways to actually play. But first, least hear a bit from Our main star!
Nin is as political as Red Blue can be. Newer players fear to play their creatures lest they die in painful agony to Nin's whims. Others fear combo or other such shenanigans. Nin doesn't care. Shes always happy to do her own thing. That is why I chose her as the general. She can be creature removal, she can draw you cards, she could even be roundabout mill!
The deck started out as a 'Punish Size of Hand Size' deck, and it still has some of those elements. Though now the focus has shifted a bit to Direct Damage to Creatures.
This deck is admittedly a bit slow. And you usually want to get Nin out as quickly as possible and make people think twice about dropping anything that may be a utility creature. Bar that, dropping down your own artifacts and enchantments for when you can join the game. This is by no means a 1 vs 1 deck.
Your Small amount of board states keeps you out of the limelight as other people start going. (I made this deck when I was going through a 'Hidden Power' phase). Once things start going, it gets really fun.
Looks like a very fun an interesting build. I haven't played red blue edh so I don't have too many suggestions. I like the heavy snow theme, sunstone is some nice tech However, I have to ask before anyone else does, where's the scrying sheets? R/U has so little ramp already, seems good. Also, I tried running Library of Lat Nam because I liked it back in the day and discovered that you almost never get to tutor, so it's almost always just pay 5, draw 3. I replaced mine with an X draw spell, you might want to as well.

LI have never been dissatisfied running Library of Lat-Nam. Five for Three is not terrible, plus in the right situations, people will let you tutor. And not to mention I once Radiated it, since it targets an Opponent. The worst Drew me 9 cards for Ten CMC, at best drew 6 and tutored twice (oh five man playgroups I love you).
I had them, but they were in my Red white deck that had some lots of snow stuff too, but it was stolen, so I've just been lax getting the lands I've needed. It still works though. I enjoy this Gem.
