As for the {0}, I'm totally happy if its controller can use it more than any non-snow player. I just want for it to be super-sucky in the snow vs. snow mirror-match. I entertained a cost of 2S. Do you think that's better?
Well, considering it's a 3-mana planeswalker that pumps out 3/3 blockers indefinitely, I don't think it should have too much upside. Not sure if the current form is actually problematic, though.

He sounds like a GRRM character. Assuming it's a he, because it's literally a combination of two male names.
Tamiyo is not from Dominaria, and has a pretty bare-bones story as it is. I assume you're somehow going to tie the snow faction into her established lore about studying the moon, because if not, why try to justify a color shift when you could just make up a new character?
As for the abilities themselves, the Melvin in myself is pleased (aside from the random multiplayer ability). I don't think that the opponent being able to activate it is too much of a concern. Aside from heavy multicolor decks that want no more than ~5 basics, every deck in the format is going to be running snow lands anyway.
What Tamiyo does have that makes the ability much stronger for her than her opponents is:
1) the token is a free +1, so assuming only 1-for-1 spell removal, the opponent will have to pay 2 to draw a card, kill off Tamiyo, and kill off the token in order to get a +1 out of the whole deal. Just drawing 2 cards means the opponent effectively spent their turn casting Concentrate, and lets Tamiyo untap and start drawing more cards. Just killing off Tamiyo still leaves a 3/3 that can draw more cards. Just killing off the token is obviously ineffective, unless you have enough creatures on board to kill Tamiyo/her controller right then.
2) she pretty obviously belongs in a ramp/draw cards deck, so she will have on average more mana to work with on any given turn and a higher card quality ceiling in her deck.

There is a natural overlap between those two things. Mechanically, "snow" is simply a way to add third dimension to mana production. The point of this PW is to generate a lot of snow mana and to give you an outlet for spending it.
There is a reason monger abilities cost generic mana.
There is a reason this one doesn't. I want this card to lose its edge in matchups against other snow decks. Dominaria block has a big snow theme so I expect snow to be a big part of the metagame.
I had nearly the same idea of a planeswalker 0 loyalty cost for a 3/3 legendary token friend. My idea was a Centaur planeswalker that brings along his twin brother (with Centaurs often being 3/3, he also had 3 starting loyalty). I think that idea alone is powerful enough on its own to be the special focus of the card. It doesn't need extra card draw tacked on to the token.

The last ability's "You may activate another loyalty ability of Tamiyo, Rimecaller this turn." is an idea that has come up before and I think needs to be a bigger focus of of the card. The untapping does play well if you have other ways of tapping your creatures precombat, but less synergy than it feels like it should with this card's first ability.
