I like that idea, although it kind of messes with my spectrum mechanic. (I'm trying not to do any permanents that will live on your opponent's side of the board, to make spectrum easier to count.)
No i think it is much more powerful than Crumbling Sanctuary because putting cards into your grave s much better than exiling them. What if you have an emrakul in your deck - suddenly you are immortal as long as this card remains on the table.
You get to build your deck with an emrakul because you know this might drop, but your opponent doesn't. Even more importantly, you get to build a deck that will be favored in damageless board states. This should be fine though, at worst it makes a slightly too powerful deck it standard/block.

It should still do more even if it 'yard-mills instead of exiling, because as it stands it has almost the same text as an artifact of the same CMC from friggin' Masques.
Maybe it should just, well, mill two cards for each 1 damage. Is that too fast?
I like this more than most seem to, and I think mystic's point about Emrakul et al is good to keep in mind. However, I agree that this seems a little bland for a 4 color 5 drop rare.
Right now we have (life down) becomes (card in top of library -> card in graveyard). How about adding something for (life up)? Specifically, for symmetry, we could have (life up) becomes (card in graveyard -> card in top of library). So in magicese: "If a player would gain life, instead they may put up to that many cards from their graveyard on top of their library."
I think this also makes it feel more green. The avatar seems pretty four-colored, but this has been giving me more of an Esper vibe as is.

I'm kind of concerned that CMC 5 is the floor for an effect like this. Dropping this card means that aggro scoops. I would like to give aggro a fighting chance in this environment.
Cranking up the number of cards milled might solve the problem, but it also introduces math, and it's not necessarily going to make the card better for each deck that wants to run it (some decks will use this more offensively, some more defensively.) I'd rather give it another line of text with an unequivocally positive second ability.
I'm still thinking about giving it flash, but I'm not sure if that's enough. Flash pretty much gives you a free Fog with this card, but still... something stronger might be warranted.
They are both continuous effects that modify events as they are happening, but prevention and replacement effects are classified differently. See: 614, 615.

Well, the two templates are not functionally identical in the presence of an Excruciator or similar.
Still, I could go either way on the templating. I think it's just a matter of which one reads better. I think they are both up-to-date.

It's trying to do something along the same lines as my earlier Nantuko Horror, so that's my only hesitation. Ultimately, if the graveyard-recycling effect works better here than on the Horror, I'll put it here.

I might be concerned that it would lead to slow games - it presents a strong disincentive to deal damage to your opponent.
