Neither did Birds of Paradise. And guess what tribe exploits (legendary) Gaea's Cradle the most. There's some effects that don't belong on lands. I think this is one of them. Giving the most efficient ramp tribe there is an exclusive boost is kinda eh.
Unless perhaps if it was part of a cycle in a tribal block featuring a heavy presence of classic and already strong races.

How so? Assuming both lands are in an Elf tribal deck, Elves that cost XG contribute equally, elves that cost XGG contribute less, and tokens that are elves contribute more. It seems to even out.
I think this would be fine at nonlegendary if it cost 2, T: like Cabal Coffers.
I understand wanting to use a planeswalker other than Garruk for green, but Nissa just seems like an odd choice for a core set. Is your core set specifically pushing elf tribal outside of Nissa and her cycle?

No, Elf tribal is an afterthought, honestly. I like Nissa Revane because she presents an interesting model for a green midrange deck (one that has early, cheap blockers that can be recycled, uncounterable creatures in +1'd Nissa's Chosen, followed by an uncounterable library dump of creatures) and I think there's a lot of design potential with that kind of deck in this environment.
But I'm not hyper-focused on Nissa Revane. I could replace her with a new Nissa or a new Garruk. But that new card would probably present a similar style of play to Nissa Revane, only with less linearity and less deck shuffling.

Putting a planeswalker in a custom Standard that has 0 synergy with one of the blocks in said Standard seems like poor design.

You are correct, but I also have a possible workaround hiding in my back pocket.
Even so, I will admit that I was thinking of Nissa in terms of Dominaria block and Eleventh Edition. So perhaps I will reconsider.
