Not a fan of Horned Crab in blue, as those kind of boring square stats feel more red than blue. Vanillas are meant to be a strong encapsulation of a color's style, which is why blue typically gets very defensive vanillas, as it's the best way to say "blue boils down to the long game".
Likewise, while I get the Targh, I dislike it because it doesn't scream "green" to me. Garruk's Companion is different, as it has trample - very green.

One side effect of this being a meta that contains a combat block is that blue is going to get many opportunities to show off its "long game" combat identity. So I want to give Eleventh Edition drafters something that was a bit punchier than usual, as a point of contrast to that.

I'm trying to preserve the specialness of the "iconic" planeswalker spells, like Garruk's Companion. I feel like those cards should always be a cut above the norm. This card represents the norm. (Before you ask, I believe Kalonian Tusker is too powerful for common.) Green mana dorks are being curtailed in Eleventh Edition, so I feel pretty strongly that I need to give green something viable to do in Limited on T2, since it won't be ramping into anything that early. I feel like a 3-power creature fits the bill, and I like this design better than a green Blade of the Sixth Pride. Although I could be convinced to do the latter instead.

I don't think Targh should be so splashable on turn 2.

I'm glad my massive time-wasting can inspire awe.
And anyway, I'm probably BS'ing myself about half the things I think are good ideas. It's all just hunches and flim-flam until I can put the set in a draft generator and actually play with this stuff.

Interestingly enough, the card is actually a shout-out to The Pauper and the Padishah, Set 1 of my "I'll Get to It Eventually" 10-Set shard / wedge megablock.
There isn't exactly a "Hyena tribal," but the Targhs (Hyenas) play an important story role in the set because they're the only living creatures on Tarkaz that are too ugly for the insane Padishah's menagerie. Man-Eating Targh is my Core Set representative from that plane.
