What is the interaction here, what happens? We tried calling as many judges as we knew trying to figure this out and after an hour we got to some conclusion, but I didn't catch what it was. And it was irrelevant because one the players conceded after all that anyways.
I can't recall if Player A had played/tried to play any cards prior to the Return on his turn or not.
Eye of the Storm triggers. As it's resolving, it removes the dread return from the game, then allows the player to play the removed spells... except teferi says no, since the trigger hasn't left the stack yet.

Eye of the Storm triggers. Dread Return gets removed from the game. Then you get a shiny new copy of Dread Return that you can play. Since this is all during the resolution of the Eye's ability, that ability is still on the stack. Because Teferi restricts you to playing spells only when you could play sorceries, and since you can't play sorceries when the stack isn't empty, you can't play the copy.
Player B has both Teferi, Mage of Zhalfir and Eye of the Storm in play.
